About The Position

This role serves as the SBTC N5 Department’s lead planner for force structure analysis and strategic resourcing strategy development. The position involves assisting with drafting requirements documents for training systems, coordinating with program offices and vendors for acquisition alignment, and conducting industry engagement and market research. The analyst will also develop Program Objective Memorandums (POMs), budget inputs, and fiscal planning tools, produce cost estimates, and track milestones. Additionally, the role supports executive-level communications, tracks site visits, analyzes funding strategies, and responds to data calls. The analyst will interpret guidance to inform resourcing priorities, utilize BI tools for reporting, and maintain collaborative relationships with various stakeholders to ensure alignment with national security strategy and fleet readiness requirements. The position requires preparing and presenting command briefings to senior leadership.

Requirements

  • Ten (10) years’ experience as active-duty service member in at least one of the following specialties: United States Navy (USN) Sea Air Land (SEAL), USN Special Warfare Combatant Crewman (SWCC), United States Army (USA) Special Forces, Ranger, or Infantry or Untied States Marine Corps MARSOC, Coast Guard Maritime Security Response Team, United States Air Force (USAF) Special Warfare Operator, or Maritime SOF acquisition experience
  • Ten (10) years of relevant experience in special operations, acquisition, or program analysis.
  • Four (4) years’ experience as a USN Enlisted Qualification (NEC 805A) Instructor or service/agency equivalent.
  • USN Master Training Specialist (MTS) certification or another service/agency equivalent.
  • Shall be fluent in English.
  • Five (5) years’ collective experience working with/implementing the following Naval Instructions in their respective course: OPNAVINST 5100.19 Series, Safety Precautions for Forces Afloat; OPNAVINST 3500.39 Series, Operational Risk Management; OPNAVINST 4790.4 Maintenance and Material Management (3-M) Manual; and OPNAVINST 5530.13C Arms, Ammunition and Explosives Physical Security.
  • Five (5) years’ experience in logistics and maintenance support of various U.S. Navy maritime systems, watercraft, and equipment.
  • Proven ability to manage and align Program Objective Memorandum (POM) cycles, budget tracking, and financial resource planning in support of command goals.
  • Familiarity with DON and NSWC acquisition policies, JCIDS, and strategic investment planning.
  • Demonstrated ability to produce executive level strategic assessments, funding profiles, justification papers, and KPI dashboards using Microsoft Office tools (Excel, PowerPoint, Word).
  • Experience briefing and collaborating with senior-level stakeholders including Flag Officers, SES, and U.S. State Department representatives.
  • Active Top Secret clearance or ability to obtain.
  • Shall be able to maintain Level 1 Fitness Standard: Able to manipulate all equipment utilized within courses; able to on and off board all vessels utilized within courses; able to sustain being underway during training evolutions.

Nice To Haves

  • Experience with riverine/coastal craft, unmanned systems (UxS), or maritime platforms preferred.
  • Ability to also speak fluently in Spanish and/or French is preferred.

Responsibilities

  • Assist as the SBTC N5 Department’s lead planner for force structure analysis and strategic resourcing strategy development.
  • Assist with drafting requirements document for training systems including riverine/coastal craft, UxS platforms and simulators.
  • Assist with coordinating with program offices (e.g., PMS, PEO) and vendors for acquisition alignment and modernization efforts.
  • Assist with conducting industry engagement and market research; evaluates commercial solutions; supports vendor site visits and demos.
  • Assist with developing Program Objective Memorandum (POM) and budget inputs; conducts forecasting and builds fiscal planning tools and metrics.
  • Assists with producing cost estimates, milestone tracking tools, and validates obligation amounts tied to acquisition objectives.
  • Assist in supporting executive-level communications and briefings; prepares after-action reports, decision papers, and KLE briefings.
  • Assists with tracking CONUS/OCONUS site visits; ensures readiness requirements (travel, clearances, medical, etc.) are met for platform validation efforts.
  • Assist with analyzing and advising on NSWC and DON funding strategies, including MFP-2 and MFP-10 resource streams.
  • Assist with responses to data calls, budget exercises, and capability gap justifications; provide actionable recommendations via the N5 to Commanding Officer.
  • Assist with interpreting Congressional, SECNAV, and OPNAV guidance to inform command’s resourcing priorities and strategic investments.
  • Assist with utilizing BI tools (Excel dashboards, PowerPoint briefs) to monitor and report Key Performance Indicators (KPIs).
  • Assists with maintaining collaborative working relationships with DOW, DON, NSWC, partner nation reps, and internal/external stakeholders.
  • Assists with ensuring alignment of SBTC capability development efforts with national security strategy, command operational goals, and fleet readiness requirements.
  • Assists with preparing and presenting command briefings, reports, and recommendations to various levels of the NSWC and DON chains of command.
