Requirements

  • Minimum bachelor’s degree in information technology, or information management, or eight years of comparable work experience
  • TS/SCI with Polygraph
  • 5+ years of experience in a fast‑paced Agile development environment
  • 5+ years of experience leading teams with demonstrated ability to plan, organize, and implement significant strategic initiatives.
  • Experience deploying enterprise‑wide reporting tools and visualizations
  • Experience coordinating schedules, workflows, and cross‑team planning
  • Skilled in backlog management and documentation

Responsibilities

  • Maintain a holistic view of staffing across all six task orders (roles, skills, locations, clearances, utilization).
  • Work closely with the Lead Agilist, Scrum Masters, and TO Leads to understand team capacity, sprint plans, and near‑term/backlog demand.
  • Identify over‑ and under‑utilization and recommend adjustments.
  • Ensure each scrum team is appropriately staffed to deliver committed work while maintaining sustainable pace.
  • Support program management in aligning staffing to contract baselines, funding profiles, and organizational targets for direct labor.
  • Build and maintain a consolidated annual training plan for all personnel on contract, in partnership with PMO leadership, TO Leads, tech leads, and matrix team.
  • Identify required and recommended training (technical skills, tooling, Agile/SAFe, security/mandatory training, customer‑specific training).
  • Track completion and compliance of required training; highlight gaps and remediation plans.
  • Coordinate with internal GDIT resources (i.e. Learning & Development) to leverage enterprise learning platforms, certifications, and role‑based curricula.
  • Partner with Lead Agilist and Scrum Masters to maintain accurate capacity profiles for each team (availability, PTO, training time, cross‑team commitments).
  • Adjust team staffing to support new task orders, changing scope, or reprioritization.
  • Support planning for Program Increments/releases by providing up‑to‑date capacity data and staffing scenarios.
  • Monitor capacity impacts of non‑development activities (training, production support, MVI, surge support) to ensure realistic commitments.
  • Own the master schedule for MVI (e.g., maintenance, validation, integration, or similar recurring events) across all task orders.
  • Coordinate with TO Leads, tech leads, QA, and operations to align MVI activities with release calendars, testing windows, and customer constraints.
  • Minimize conflicts and resource contention across teams.
  • Ensure MVI schedules and resource plans are visible in PMO tools/portals and updated regularly.
  • Track execution of MVI events and assess resource impacts and lessons learned to inform future scheduling.
  • Monitor demand signals (backlog growth, new TOs, production incidents, customer priorities) to forecast surge needs.
  • Identify developers and other staff who can be temporarily reallocated to support surges without compromising critical work elsewhere.
  • Develop and maintain a lightweight rotation or bench strategy for surge readiness.
  • Provide recommendations to Program Manager/TO Lead on when and where to move developers, including skill alignment, impact to home team, expected duration and backfill needs.
  • Maintain current, accurate staffing rosters and role mapping for all task orders (who is on what team, in what role, at what FTE level).
  • Support staffing actions (onboarding, offboarding, backfills, internal moves) by coordinating with Talent Acquisition, Internal Mobility, HR and Security.
  • Provide regular staffing and capacity reports to PMO leadership, including fill rates vs. baselines, utilization trends, training completion status, and upcoming gaps or risks.
  • Define and refine PMO processes for capacity planning, staffing requests, MVI scheduling, and training tracking.
  • Work with PMO and technical leaders to ensure tools (e.g., spreadsheets, SharePoint, resource management tools, Agile tools) support reliable capacity forecasting and clear visibility into staffing and training.
  • Identify and implement improvements or automations that reduce manual effort and improve accuracy and timeliness of resource data.
