About The Position

The Resolutions Manager oversees the administrative disciplinary process for the Virginia Cannabis Control Authority, ensuring fair, timely, and consistent resolution of regulatory violations and compliance matters. This position supervises Administrative Proceedings Coordinators and Administrative Resolutions Specialists, manages case workflows, and ensures adherence to statutory requirements and agency policies. The Resolutions Manager serves as the primary liaison between the agency, licensees, legal counsel, and hearing officers, providing leadership and guidance to maintain transparency, accountability, and due process in all proceedings.

Responsibilities

  • Supervise and mentor Administrative Proceedings Coordinators and Administrative Resolutions Specialist providing training, performance feedback, and workload management.
  • Establish clear goals and expectations for staff to ensure efficient case handling and compliance with timelines.
  • Foster a collaborative and professional work environment.
  • Oversee scheduling, coordination, and documentation for administrative disciplinary cases.
  • Ensure proper notice, case preparation, and procedural compliance for all disciplinary cases.
  • Review case files for completeness and accuracy prior to administrative proceedings.
  • Monitor resolution timelines and ensure cases are processed in accordance with regulatory standards.
  • Collaborate with enforcement, compliance, and legal teams to resolve complex cases.
  • Track outcomes and implement process improvements to enhance efficiency and fairness.
  • Serve as primary point of contact for licensees, attorneys, and hearing officers regarding disciplinary case procedures and case status.
  • Respond to inquiries and provide guidance on resolution processes.
  • Prepare and deliver reports on disciplinary case activities and case outcomes for leadership review.
  • Assist in developing and updating disciplinary case procedures, templates, and compliance guidelines.
  • Ensure alignment with state laws, agency regulations, and best practices.
  • Identify opportunities for automation and digital solutions to streamline case management.
  • Maintain accurate records of disciplinary cases, decisions, and resolutions.
  • Compile and analyze data to identify trends, compliance issues, and performance metrics.
  • Prepare monthly and quarterly reports for agency leadership and regulatory audits.
