About The Position

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. The Planning and Resiliency (P&R) division's mission is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. The Resiliency Implementation unit within P&R coordinates with City partners to increase the resiliency of City neighborhoods, facilities, and infrastructure through targeted development, funding, coordination, and operations of projects that reduce risk and mitigate damage of natural hazards to NYC. The Resiliency Operations Program Manager, reporting to the Director of Resiliency Implementation, will work to decrease the City’s risk to storm surge and increase resiliency by coordinating efforts to deploy flood protection infrastructure. This role will lead emergency operational planning for both NYCEM’s Interim Flood Protection Measures (IFPM) program and the City’s neighborhood-scale coastal resiliency projects and coordinate other operational risk reduction initiatives. The position plays a pivotal role in bridging climate resiliency and emergency management, with a focus on storm surge risk reduction. The Resiliency Operations PM may supervise a Resiliency Operations Specialist.

Requirements

  • A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
  • A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
  • Candidates must be authorized to work in the United States without employer support to be eligible for selection.
  • The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.

  • Experience with procurement, vendor management, construction management, budget planning, financial management, hazard mitigation, logistics, emergency planning, climate resiliency, NYC government, geospatial mapping, and/or capital project implementation
  • Engineering, graphic design, GIS skills a plus
  • Possession of a valid driver's license and the ability to drive are preferred

Responsibilities

  • Support the Logistics Bureau in managing NYCEM’s IFPM sites, including performing site visits, advising on alignment changes from a risk reduction perspective, deployment vendor, schedule, and budget planning, and coordinating with City agencies, private entities, and other stakeholders who benefit from the NYCEM IFPM sites.
  • Manage planning & preparedness for the IFPM program, including stakeholder outreach, document management, planning updates, and other activities to ensure deployment readiness.
  • Support other City agencies with their IFPM sites, providing deployable flood protection guidance, planning & preparedness support, and other activities.
  • Serve as a subject matter expert in deployable flood protection for NYC agencies.
  • Coordinate updates to NYCEM’s storm surge risk assessment mapping tools, working with NYCEM GIS staff.
  • Provide implementation and operational planning guidance and coordination support to City agencies implementing coastal resiliency projects.
  • Lead emergency operational planning, in collaboration with NYC Department of Environmental Protection, for the City’s neighborhood-scale coastal resiliency projects.
  • Originate and/or oversee the generation of project-related documents including schedules, project plans, presentations, meeting agenda, minutes, status reports, etc.
  • Foster relationships and lead coordination with various agencies, organizations, and subject matter experts.
  • Provide analysis and recommendations on complex issues to executive decision makers and senior policy officials.
  • Work with NYCEM’s meteorologist, Critical Infrastructure Unit, GIS, and other staff across the agency to bridge emergency operations with climate resiliency deployment activities.
  • Supervise Resiliency Operations Specialist.
  • Coordinate coastal resiliency operations activities in the Emergency Operations Center during activations for coastal storms.
  • Lead other special projects as assigned.
