About The Position

Works across other departments and jurisdictions as required to explore and implement initiatives that promote resiliency strategies through reduced hazard exposure, strengthening of man-made and natural systems, and protection of community assets and critical services. This position is responsible for advancing programs and policies that enhance the Town's capacity to prepare for, adapt to, and recover from present and future threats. Additional responsibilities include promoting the activities of the Community Resilience Plan, Hazard Mitigation Plan, Comprehensive Plan, TMDL Program, and strengthening the overall resiliency efforts and environmental programs of the Town.

Requirements

  • Master's degree in Environmental Engineering, Environmental Science, Public Administration, Planning or related field; and Three (3) years of prior relevant work experience; or An equivalent combination of education and experience.
  • Valid South Carolina driver's license.
  • Knowledge of applicable federal, state, and local rules, regulations, and standards;
  • Knowledge of Town legal and procurement procedures and practices.
  • Knowledge of applicable occupational hazards and safety precautions;
  • Knowledge of water quality and basic stormwater hydrology;
  • Skill in verbal and written communication;
  • Skill in the use of specialized software and database management programs;
  • Skill in analyzing complex problems, developing realistic and workable solutions, and implementing them
  • Ability to manage multiple tasks in a detailed and accurate manner;
  • Ability to plan and execute complex operations and activities
  • Ability to deal with members of the public, staff, and elected bodies in a tactful manner;
  • Ability to read, analyze, interpret and apply regulations to Town activities;
  • Ability to read, interpret, and communicate complex or technical concepts to the public and professionals;
  • Ability to establish effective working relationships with employees, other departments, other agencies, contractors, and the public;
  • Ability to learn new systems and programs in a fast-paced environment.

Responsibilities

  • Serves as the plan reviewer for compliance with the Environmental Guidelines for Land Development.
  • Meets with representatives of other departments, residents, and private and public organizations to create and review policies/procedures, work objectives and activities that achieve goals of the Town's resiliency strategy.
  • Identifies and seeks funding for resilience initiatives, formulating work plans, and monitoring and reporting progress.
  • Develops and implements action plans with short-term and long-term priorities to deliver the resilience strategy outcomes.
  • Works closely with Emergency Manager to assist with environmental resiliency and community preparedness.
  • Assists the Town's Economic Development staff in advancing a reliable and sustainable circular economy for the community.
  • Represents the Town by participating in meetings, conferences, and committees.
  • Educates staff, residents, and businesses of low impact development techniques, Town resiliency efforts, and Environmental Guidelines for Land Development.
  • Works closely with staff engineers to assist in incorporating low impact development and green infrastructure elements into capital improvement projects.
  • Manages and directs outside consultants to ensure contractual obligations are efficient and an effective use of public funds.
  • Assists in preparation of legal documents, ordinances, programs, and departmental policies.
  • Analyzes raw and trend data, compiles reports and develops reporting methods for use in developing programs or policies.
  • Assists with the development of stormwater operating and capital budgets.
  • Writes grant packages and other funding opportunities.
  • Serves as the project manager in the design and management of Total Maximum Daily Load (TMDL) water quality studies to identify and evaluate point and nonpoint source pollution within designated waterways and critical surrounding water bodies.
  • Functions as the lead representative for the TMDL Monitoring and Assessment Plan including, but not limited to, assisting with ensuring compliance with the six minimum control measures within the Town's MS4 permit.
  • Participates in event response and recovery operations as needed.
  • Performs other related assigned duties.
