About The Position

The main purpose of the Residential Program Administrator position is to plan, coordinate, and support the implementation and long-term sustainability of statewide strategic initiatives, programming, and partnerships that advance the goals and objectives of the agency. This position serves as the primary coordinator for the ROCA Rewire Institute partnership within DJS Residential Services, ensuring effective implementation, training coordination, stakeholder engagement, data-informed decision-making, and ongoing integration of evidence-based practices across residential facilities. The incumbent exercises sound judgment and discretion and develops and maintains collaborative relationships with internal and external stakeholders to promote organizational effectiveness and positive outcomes for youth.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six (6) years of administrative staff or professional work.
  • Candidates may substitute thirty (30) college credit hours from an accredited college or university for each year up to four (4) years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two (2) years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

  • Bachelor’s degree from an accredited college or university in public administration, public policy, criminal justice, behavioral sciences, or a closely related field
  • Experience leading or coordinating implementation of structured programs or evidence-based practices within youth-serving residential and secure care settings, ensuring consistent delivery across multiple facilities or sites
  • Experience coordinating program training and implementation logistics, including scheduling cohorts, managing participant tracking, organizing materials, documenting completion, and supporting post-training implementation follow-up
  • Experience coordinating cross-functional program implementation efforts involving internal agency programs, external vendors, and facility-based leadership to support consistent operational delivery of youth-focused services
  • Experience monitoring program implementation in residential or secure care settings, including tracking fidelity to program models, conducting site follow-up, identifying implementation barriers, and supporting corrective or improvement actions

Responsibilities

  • Managing and overseeing the relationship, coordination, and implementation of the ROCA Rewire Institute partnership within DJS Residential Services
  • Assisting in the drafting of written correspondence, policies, standard operating procedures, and directives related to ROCA Rewire
  • Preparing weekly DJS and ROCA Rewire Institute joint meeting agendas, documenting discussions, and monitoring action items
  • Completing training rosters for each facility cohort in consultation with each facility Superintendent
  • Coordinating identification of training locations when in-person instruction is scheduled
  • Ensuring trainees are provided with necessary training supports (including CBT and Peace Making Circle), including welcome instructions, logistics, training kick-off meetings, and monitoring of pre- and post-training checklist items, including vendor coaching
  • Completing detailed training attendance reports following each cohort for executive review
  • Supporting the Department’s PTEU team to ensure a comprehensive train-the-trainer effort is implemented in collaboration with the vendor
  • Supporting DJS Research and Evaluation team with all data-related needs
  • Providing follow-up with facilities after ROCA Rewire training to ensure implementation of practices into operations
  • Coordinating implementation plans across DJS residential facilities
  • Working with Behavioral Health on the integration of ROCA Rewire with DBT in residential programs
  • Providing weekly review of facility implementation of ROCA Rewire
  • Planning, coordinating, and implementing statewide facility program efforts
  • Assisting in the implementation of DJS’s statewide Facility Programming Initiative, including statewide launch events and region-specific events
  • Analyzing data and coordinating plans for statewide and facility-specific goals
  • Performing other duties as assigned in support of statewide strategic initiatives
