About The Position

GSF Properties Inc. is seeking a Resident Manager for two small communities in Fresno, CA. Join a dynamic and growing property management team! In this role, you will lead and oversee a 30-unit LIHTC affordable housing community and a 34-unit senior LIHTC community. The ideal candidate will have experience in affordable housing and a strong understanding of LIHTC compliance, along with property operations, leasing, and resident relations. You will be responsible for maximizing occupancy, maintaining the physical condition of the properties, and ensuring compliance with all regulatory and company requirements while delivering an exceptional resident experience and supporting ownership's financial goals. This position is Monday through Friday, 8:00 AM to 5:00 PM, with a pay range of $21.50 to $23.00 per hour, depending on experience. The position includes a two-bedroom apartment and a comprehensive benefits package.

Requirements

  • At least 1 year of solid affordable housing or property management experience
  • Strong knowledge of LIHTC (tax credit) compliance, including certifications and recertifications
  • Experience with leasing, resident relations, and day-to-day property operations
  • Ability to maintain accurate files and ensure regulatory compliance
  • Strong communication, organizational, and customer service skills
  • Self-motivated, detail-oriented, and able to manage multiple priorities
  • Proficient in basic computer systems and property management software
  • Dependable and able to work independently while collaborating with a team
  • Ability to live on-site at the downtown Fresno property
  • Available to work Monday–Friday, 8:00 AM–5:00 PM

Responsibilities

  • Oversee the daily operations of a 30-unit LIHTC affordable housing community and a 34-unit senior LIHTC community.
  • Ensure full compliance with LIHTC regulations, fair housing requirements, regulatory reporting, and agency audits.
  • Manage all leasing activities, including applicant screening, move-ins, certifications, and annual recertifications.
  • Maintain accurate resident files and compliance documentation in accordance with company and regulatory standards.
  • Monitor occupancy levels and implement effective leasing and retention strategies to minimize vacancies.
  • Provide exceptional customer service and foster positive relationships with residents, vendors, and community partners.
  • Coordinate maintenance activities to ensure the properties are well maintained, safe, and attractive.
  • Enforce community policies and promptly address resident concerns and issues.
  • Assist with budgeting, expense control, rent collections, and achieving operational and financial goals.
  • Collaborate with the Portfolio Manager, Compliance Director, and Compliance Team to ensure regulatory adherence and operational success.
