About The Position

Human Resource Development and Employment, Inc. (HRDE) is a private, nonprofit corporation focused on sponsoring, developing, constructing, and managing housing complexes for low-income elderly persons, persons with disabilities, and families. HRDE aims to provide safe, decent, and affordable housing throughout West Virginia. The organization utilizes federally and state-funded programs and collaborates with various agencies and businesses to achieve its mission. This Resident Manager position at Marion Unity Apartments is crucial for the daily operations and tenant well-being within the complex.

Requirements

  • At least two years of housing management and/or supervisory experience.
  • Knowledge of construction and building maintenance practices, particularly with air conditioning, electrical, carpentry, and plumbing.
  • Knowledge of the structure and practices of organized labor.
  • Ability to establish and maintain effective working relationships with individuals and the community.
  • Ability to plan and work effectively.
  • Ability to communicate effectively with tenants.
  • Must be able to lift a maximum of 50 pounds with or without accommodation (classified as 'medium work').
  • Must possess the required minimum traits to meet the responsibilities of the position.
  • Must reside on-site.
  • Must possess a valid driver's license.
  • Must have adequate transportation (personal ownership of a reliable vehicle or leasing a vehicle).

Responsibilities

  • Completing Department of Housing and Urban Development (HUD) monthly reports.
  • Understanding HUD regulations and effectively dealing with government bureaucracy.
  • Managing the apartment complex to maintain full occupancy.
  • Marketing the area to recruit potential tenants.
  • Determining tenant eligibility (criminal background, financial, lease check).
  • Coordinating and/or assisting in tenant activities.
  • Coordinating maintenance and repair of buildings and grounds.
  • Showing and renting apartments and conducting move-in/move-out inspections.
  • Completing lease forms.
  • Inspecting and evaluating the physical condition of buildings and arranging for necessary painting, repairs, and maintenance.
  • Collecting rents and issuing receipts.
  • Resolving tenant complaints.
  • Purchasing supplies and arranging outside services (e.g., trash removal).
  • Supervising program participants assigned to the complex for work experience.
  • Assisting with exterminator visits.
  • Assisting with yearly inspections of buildings and equipment.
  • Maintaining a good working relationship with Tenant Association officers.
  • Answering emergency calls from residents and arranging for rescue squad if necessary.
  • Working with the Fire Department during fire alarms.
  • Submitting requisitions to pay all bills.
  • Publishing a monthly calendar of events.
  • Attending monthly Tenant Council meetings.
  • Making tenant referrals to the Service Coordinator and assisting with tenant concerns.
  • Removing monies from laundry and pop machines and maintaining deposit records.
  • Completing monthly reports for Central Office regarding machine collections.
  • Assisting the Maintenance Person with problem-solving, blueprint reading, and specification books.
  • Working up the annual budget and price comparison sheets.
  • Maintaining service contracts for elevators, emergency generator, fire alarm, sprinkler system, etc.
  • Performing other related work as assigned by the Northern Regional Housing Director.
