About The Position

CMTS is seeking an experienced Resident Engineer to support aviation, transportation, and public infrastructure capital improvement projects at Philadelphia International Airport (PHL). The selected individual will oversee the construction process and staff for various project types including bridges, highways and roads. Responsibilities will include oversight of work to ensure execution is accomplished in a timely and cost-effective manner, and in accordance with plans, specifications and client expectations. This role will oversee project coordination efforts involving contractors, consultants, regulatory agencies, client representatives, and internal project teams. The ideal candidate will possess strong leadership, communication, technical, and project delivery skills with experience managing complex public sector or infrastructure projects in active operational environments. Projects may include airport terminal improvements, airside and landside infrastructure, utility modernization, roadway and transit improvements, tenant improvement projects, vertical construction, facility upgrades, and other public sector capital improvement initiatives.

Requirements

Registered Professional Engineer in the State of New Jersey and/or the Commonwealth of Pennsylvania.
Minimum of 10 years’ experience in construction management in one of the following areas Civil/Airfield, Structural, Mechanical, Electrical, Architectural, Systems Integration
Daily field management
Technical oversight
Coordination among contractor, designer, and Airport
RFI and submittal review
Knowledge of construction management processes, means and methods.
Knowledge of building products, construction details and relevant rules, regulations and quality standards.
Understanding all facets of the construction process.
Familiarity with construction management software packages.
Ability to plan and see the “big picture”.
Competent in conflict and crisis management.
Leadership and human resources management skills.
Excellent time and project management skills.

Responsibilities

Lead and manage aviation, transportation, and public infrastructure capital improvement projects throughout all phases from planning through closeout
Serve as the primary point of contact between clients, contractors, consultants, stakeholders, and internal project teams
Develop and manage project execution plans, schedules, budgets, risk management strategies, and project delivery objectives
Monitor project performance related to scope, schedule, budget, quality, safety, and contract compliance
Review and manage project documentation including RFIs, submittmits, change orders, contractor pay applications, schedules, and progress reports
Identify project risks, operational impacts, scheduling conflicts, and construction challenges while implementing proactive mitigation strategies
Monitor contractor performance and ensure compliance with client standards, regulatory requirements, and project specifications
Oversee project controls activities including schedule tracking, cost management, forecasting, contingency management, and reporting
Support quality assurance and quality control efforts throughout all phases of project delivery
Manage project closeout activities including punch lists, turnover documentation, warranties, as-built records, and final acceptance procedures
Build and maintain strong working relationships with clients, contractors, consultants, regulatory agencies, and project stakeholders
Mentor junior staff and support operational excellence across project delivery teams
