About The Position

This posting is for an Engineering Supervisor II that will serve as the Resident Engineer in the Asheville Construction Office. The Resident Engineer is responsible for managing the administration of all types of highway construction projects including Central and Division let contracts. This position supervises contract construction work, establishment of engineering controls for the contractor, and inspection of the construction project. The Resident Engineer is responsible for the fiscal and personnel management of the unit and all projects assigned. This position works with other DOT departments, the public, and local government officials to provide maintenance and construction information, coordination, and service delivery. This position supervises contract construction work, establishment of engineering controls for the contractor, and inspection of the construction project. This position will be responsible for the direct supervision of five engineer level positions and the indirect supervision of up to 90 engineering technicians. This position works with other DOT departments, the public, other state and federal agencies and local government officials to provide construction information, coordination, and service delivery. This position must apply safety philosophy to all operations. Ability to work safely in an outside environment with exposure to hazards on construction sites including night work, heights, highway traffic and traversing rough terrain in evaluating highway construction. Must be able to effectively communicate in a clear, concise, organized, and persuasive manner in both verbal and written communication. Ability to supervise activities of lower-level employees and instruct them in proper work methods of highway and bridge construction.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
  • Knowledge/Skill with Microsoft Office products such as Word and Excel.
  • Ability to work safely in an outside environment with exposure to hazards on construction sites including night work, heights, highway traffic and traversing rough terrain in evaluating highway construction.

Nice To Haves

  • Knowledge of HiCams and SharePoint/Plus.
  • Knowledge of contract administration to ensure projects are constructed in accordance with the Department’s specifications, standard drawings and policies.
  • Experience in performing engineering analysis on complex contract administration issues, and the timely approval/denial of these issues through supplemental agreements and claims.
  • Experience in supervising subordinate employees, including supervision of construction engineering inspection personnel to meet department goals.
  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.
  • Experience managing multiple projects and directing multiple work crews.
