About The Position

The Department of Veteran Services is seeking a mission-driven Research and Evaluation Analyst to transform complex datasets into actionable insights that support strategic decision-making across veteran services, policy development, and outreach initiatives. This role blends statistical modeling, machine learning, and data visualization to uncover trends, assess program impact, and inform equitable resource allocation. This position plays a critical role in supporting data-informed decision-making by conducting research, program evaluations, and policy analysis to improve service delivery and outcomes for the Commonwealth.

Requirements

  • Experience with data projects supporting analysis important for the Commonwealth of Virginia.
  • Support the investigation of complex unstructured and semi-structured data to provide innovative solutions that help improve the customer's accuracy, efficiency, and costs by giving them better control of their processes and data to support critical decisions in support of Research and Program Evaluation and provide support to the V3 Transition Program (V3TP) and Transition & Employment (T&E) and Education directorates.

Responsibilities

  • Collect data, analyze business results, plan, develop, or conduct surveys, and manage new studies.
  • Ensure data integrity, privacy, and compliance with federal and state standards.
  • Design and implement models analyzing veteran demographics, service utilization, and economic impact.
  • Pivot and modify their methodology, evaluation design, or data collection tools when a policy changes overnight, without sacrificing the integrity of the data.
  • Develop algorithms supporting outreach targeting, policy forecasting, and risk assessment.
  • Create reports and presentations for agency use.
  • Translate findings into accessible reports, dashboards, and visual briefs.
  • Coordinate with federal and state agencies to collect and analyze data.
