About The Position

At the Connecticut Department of Energy and Environmental Protection (DEEP), we are dedicated to conserving, improving, and protecting our natural resources and the environment, and increasing the availability of cheaper, cleaner, and more reliable energy. This position is within the Bureau of Energy and Technology Policy (BETP), which is charged with developing policies and programs to establish a clean, economical, resilient, and reliable energy and technology future for all residents. BETP manages and implements local, state, regional, and federal energy and broadband policy and programs. The selected candidate will work within the Office of Federal and Regional Energy Policy (OFREP) to contribute to advocacy and engagement efforts relating to the region’s wholesale energy and transmission policies and practices. This involves engaging in various forums to address energy affordability and ensure that necessary infrastructure for the state’s energy goals (affordable, reliable, clean) is developed and sited cost-effectively. This includes participation in the New England Power Pool stakeholder process, ISO-New England market and planning reform efforts, and proceedings of the Federal Energy Regulatory Commission. Engagement in state-level proceedings impacting these goals may also be required. The role involves coordinating on projects with other BETP offices and counterparts in other New England states, prioritizing equitable policy and program design and inclusive public input processes. Applicants may also be selected for similar positions within BETP. BETP fosters a collaborative, team-based work environment. As a Research Analyst, you will contribute to research, writing, and public engagement projects that will increase in complexity over time, based on training and feedback.

Requirements

Six (6) years of professional experience in research, data analysis or economics.
Knowledge of research methods and techniques.
Knowledge of statistics.
Interpersonal skills.
Oral and written communication skills.
Ability to analyze data.
Ability to develop programs.
Ability to use prepackaged computer programs to perform data analysis.
Ability to understand agency related policies and procedures as they relate to research.

Nice To Haves

Experience with financial or economic modeling, analysis, or power system engineering.
Experience conducting research on economic, financial, or energy policy or regulatory issues at the state or federal level.
Experience developing technical or policy written work product pertaining to energy, economic, or financial topics.
Experience working on two or more projects simultaneously, while adhering to deadlines.
Experience working on technical projects with a team.
Experience communicating topics orally or in writing to audiences with different levels of knowledge and exposure to these topics.

Responsibilities

Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments.
Analyzes, interprets, and prepares data in a variety of ways.
Prepares narrative and statistical reports.
Develops computerized databases and analyzes and interprets computer generated reports.
Performs related duties as required.
Contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from managers.
Engage in various forums to address energy affordability and to ensure that infrastructure needed to meet the state’s energy goals (e.g., affordable, reliable, clean) is developed and sited in the most cost-effective ways.
Participation in the New England Power Pool stakeholder process, ISO-New England market and planning reform efforts, and proceedings of the Federal Energy Regulatory Commission.
Engage in state-level proceedings that have a bearing on meeting these state goals.
Work on projects that require coordination with other offices within BETP and with counterparts in other New England states.
