About The Position

This is a full-time, 40 hour per week position with hybrid work opportunities available. The role is based in New Britain, CT, within the Bureau of Energy and Technology Policy (BETP) unit of the Department of Energy and Environmental Protection (DEEP). As a Research Analyst, you will contribute to research, writing, and public engagement projects that increase in complexity over time. BETP is a collaborative work environment with a team-based approach to most projects. The position may also be reassigned to different offices within BETP based on agency needs. Applicants may also be selected for similar positions within this office or other offices in BETP.

Requirements

  • Six (6) years of professional experience in research, data analysis or economics.

  • Ability to use prepackaged computer programs to perform data analysis.

Nice To Haves

  • Experience writing technical reports, white papers, position papers, policy papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence.
  • Experience conducting quantitative and qualitative analysis and synthesizing results.
  • Experience with oral and written communication, both digitally and in person, to internal and external stakeholders with both expert and non-expert degrees of knowledge.
  • Experience working on or managing the development and completion of a project either with a team or individually.
  • Experience working on two or more projects simultaneously, while adhering to deadlines.
  • Experience using Microsoft Office 365 applications.
  • Experience or coursework in any one of the following: energy or utility policy or program implementation, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, affordable housing development, climate change mitigation, engineering, finance, economics, urban planning, or environmental science.
  • Experience working on federal or state program application, deployment, reporting or administration.
  • Experience reviewing or analyzing program data, budgets, and implementation plans.

Responsibilities

  • Conduct research, engage with a variety of stakeholders, and analyze data to align building energy programs with state policy objectives (e.g., affordable, reliable, clean).
  • Support DEEP’s oversight role of utility-administered energy efficiency and demand response programs (e.g., EnergizeCT).
  • Participate in public Energy Efficiency Board Committee meetings and DEEP technical meetings.
  • Review and summarize public comments to inform policy decisions.
  • Participate in working groups related to building energy policies and programs.
  • Synthesize program and regional data to develop programmatic and policy recommendations.
  • Research best practices in other states.
  • Draft data requests.
  • Draft program determinations.
  • Develop internal briefing and decisional memos.
  • Coordinate with other offices within BETP, with counterparts in other New England states, or with Energy Efficiency Board members and/or technical consultants.
  • Prioritize equitable policy and program design and inclusive processes for public input.
  • Develop and implement formal research projects and assist in these activities on more comprehensive and complex research assignments.
  • Analyze, interpret and prepare data in a variety of ways.
  • Prepare narrative and statistical reports.
  • Develop computerized databases and analyze and interpret computer generated reports.
  • Perform related duties as required.
