About The Position

At the Connecticut Department of Energy and Environmental Protection (DEEP), we are dedicated to conserving, improving, and protecting our natural resources and the environment, and increasing the availability of cheaper, cleaner, and more reliable energy. This position is within the Bureau of Energy and Technology Policy (BETP) based in New Britain, CT. BETP is charged with developing policies and programs to establish a clean, economical, resilient, and reliable energy and technology future for all residents. BETP manages and implements local, state, regional, and federal energy and broadband policy and programs for DEEP. Requirements

  • Eight (8) years of professional experience in research, data analysis or economics.
  • One (1) year of the General Experience must have been conducting research at the level of Associate Research Analyst.
  • Considerable knowledge of relevant agency policies and procedures
  • Considerable knowledge of research methods and techniques
  • Considerable knowledge of principles, concepts and methods of statistical analysis
  • Knowledge of relevant state and federal laws, statutes and regulations
  • Knowledge of computer applications for research
  • Considerable interpersonal skills
  • Considerable oral and written communication skills
  • Supervisory ability

Nice To Haves

  • Experience developing and implementing process improvements.
  • Experience implementing state or federal laws, regulations and policies.
  • Experience with oral and written communications, both digitally and in person, and working with internal and external stakeholders including state and federal agencies.

  • Experience designing and conducting quantitative and qualitative analyses, and synthesizing results to develop recommendations for actionable use.
  • Experience working both independently and collaborating with staff to manage two or more energy projects simultaneously while adhering to deadlines.
  • Experience using Microsoft Office 365 applications.
  • Experience in two or more areas: energy or utility policy or program implementation, state or municipal sustainability initiatives, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, building electrification, transportation electrification, utility regulation, or climate change mitigation.
  • Experience coordinating federal or state program applications, deployment, reporting or administration.
  • Experience with policy development, program development, program implementation, and program monitoring and evaluation.

Responsibilities

  • Schedules, assigns, oversees and reviews work of staff
  • Supervises development and implementation of research projects, analysis and evaluation of data and preparation of narrative and statistical reports
  • Provides staff training and assistance
  • Conducts performance evaluations
  • Determines priorities and plans research work
  • Establishes and maintains research procedures
  • Develops or makes recommendations on development of research policies and standards
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures
  • Prepares special reports and correspondence
  • Speaks before groups of legislators, concerned citizens and other individuals regarding research
  • Performs related duties as required
  • Work with the Director, Bureau Chief, and senior agency leadership on high-priority projects
  • Supervise Associate Research Analysts, Research Analysts, and other staff as assigned
  • Contribute to research, writing, and public engagement projects
  • Work in coordination with managers and leadership to meet shared statewide goals
  • Project management of GreenerGov Initiatives
  • Policy development related to grid impacts of transportation and building electrification
  • Management of federal and state grant processes
  • Engaging sister agencies, municipalities, other offices across DEEP, and a variety of public stakeholders in project, program, and policy development activities
  • Equitable policy and program design and inclusive processes for public input are prioritized
