About The Position

This role provides research, analysis, reporting, and administrative support for divisional operations, asset management, procurement, contract administration, work order management, payment processing, and financial monitoring. The position involves developing and maintaining tracking tools, databases, logs, dashboards, maps, charts, and reports. The analyst will review and analyze information from various documents to identify issues, discrepancies, trends, risks, and opportunities for improvement. This role utilizes divisional, financial, procurement, GIS, and work management systems, including SAP/S4 Hana, Ariba, Maximo, TMMS, Excel, and GIS/mapping tools. Responsibilities include supporting procurement and contract activities, monitoring expenditures, preparing reports, and liaising with internal and external stakeholders. The role also involves conducting research on work processes, service delivery trends, asset condition, and performance measures to support planning and continuous improvement. Attending meetings, preparing notes, and performing other related duties are also part of the role.

Requirements

  • Post-secondary education in a relevant discipline such as Business Administration, Public Administration, Finance, Accounting, Procurement, Project Management, Data Analytics, Civil Engineering Technology, or a related field, or an equivalent combination of education and experience.
  • Considerable experience conducting data analysis, financial analysis, research, reporting, or administrative analysis in a public sector, procurement, contract administration, construction, transportation, operations, asset management, or project-based environment.
  • Experience using Microsoft Office applications, including Excel, Word, PowerPoint, and/or Visio, to collect, organize, analyze, summarize, and present data and written information.
  • Experience using financial, procurement, work management, enterprise, database, or GIS/mapping systems or enterprise systems such as SAP, S/4HANA, SAP Ariba, Maximo, TMMS, GIS/ArcGIS, Google Earth Pro, or similar systems to review, track, analyze, or report on operational, asset, procurement, contract, payment, or work order information.
  • Experience reviewing, interpreting, summarizing, and preparing clear written materials related to contracts, procurement documents, policies, procedures, financial records, operational records, reports, briefing notes, correspondence, or other formal business documents.
  • Knowledge of public sector operations, procurement, contract administration, asset management, financial monitoring, invoice/payment processing, and related administrative controls, or the ability to quickly acquire and apply that knowledge.
  • Ability to read, interpret, and apply contract terms and conditions, procurement requirements, policies, procedures, financial controls, operational information, and data from multiple sources.
  • Strong analytical skills with the ability to collect, review, reconcile, analyze, and summarize quantitative and qualitative information, identify discrepancies, and support recommendations.
  • Strong written communication skills, including the ability to prepare clear, coherent, accurate, and concise reports, summaries, briefing notes, correspondence, presentation materials, and recommendations.
  • Strong organizational skills, attention to detail, and ability to prioritize work, manage competing deadlines, and support multiple contracts, projects, programs, and assignments at the same time.
  • Excellent interpersonal and verbal communication skills, with the ability to work effectively and professionally with staff, supervisors, contractors, consultants, corporate partners, and other stakeholders.
  • Ability to exercise sound judgment, discretion, initiative, and problem-solving skills when dealing with confidential, sensitive, technical, financial, or time-sensitive information.
  • Ability to work independently with limited supervision and as part of a team, and to support process improvements, tracking tools, standard operating practices, and more efficient administrative and reporting processes.

Nice To Haves

  • Knowledge of Transportation Services operations, road operations, signs and markings, pavement markings, traffic assets, municipal maintenance services, or related infrastructure would be considered an asset.

Responsibilities

  • Provides research, analysis, reporting, and administrative support related to divisional operations, asset management, procurement, contract administration, work order management, payment processing, and financial monitoring.
  • Develops, maintains, and updates tracking tools, databases, logs, dashboards, maps, charts, and reports related to transportation assets, service delivery, procurement status, contract usage, work orders, payments, and operational trends.
  • Reviews and analyzes information from contracts, procurement documents, purchase orders, invoices, work orders, financial systems, asset records, service requests, and related documents to identify issues, discrepancies, trends, risks, and opportunities for improvement.
  • Uses divisional, financial, procurement, GIS, and work management systems, including SAP/S4 Hana, Ariba, Maximo, TMMS, Excel, GIS/mapping tools, and other corporate systems to collect, analyze, reconcile, and report information.
  • Supports procurement and contract-related activities, including preparing RFQs, RFTs, RFPs, LVQs, DPOs, blanket contracts, roster assignments, purchase order setup, amendments, renewals, extensions, close-outs, funding requests, and award materials.
  • Monitors contract expenditures, purchase order balances, approved budgets, contingency usage, cumulative spend, service delivery records, payment activity, and Progress Payment Certificates to support invoice review, reconciliation, and contract payment reporting.
  • Prepares clear reports, briefing notes, summaries, presentations, spreadsheets, maps, tables, charts, recommendations, process documents, standard operating practices, training materials, and related correspondence.
  • Liaises with divisional staff, supervisors, field staff, project leads, contractors, PMMD, Finance, Legal, other City divisions, consultants, and external stakeholders to obtain information, resolve issues, coordinate follow-up, and support timely service delivery, procurement, contract, and payment processes.
  • Conducts research and analysis on work processes, service delivery trends, asset condition, inventory, performance measures, contract performance, operational efficiencies, and emerging needs to support maintenance planning, lifecycle management, service continuity, and continuous improvement.
  • Attends meetings as required; prepares notes, action items, summaries, and follow-up materials; and performs other related duties in support of the unit.
