About The Position

Techno is seeking an Reporting Manager to lead the development and execution of program reporting strategies and executive-level performance reporting for a major public infrastructure program. This role will coordinate closely with Program Controls, Finance, and Program Leadership to deliver accurate, timely, and actionable reporting. The ideal candidate will have strong experience translating cost, schedule, risk, and performance data into clear dashboards and decision-ready reporting products that support executive oversight and program management. This position is hybrid out of our Baltimore Integrated Program Office, minimum 3 days/week. Additionally, it's an 8 month current contract, expected to be extended.

Requirements

  • Bachelor’s degree in Business, Engineering, Finance, Project Management, or a related discipline.
  • Minimum 12 years of relevant professional experience in reporting, project controls, program management, data analytics, or a related field.
  • Strong background in scheduling, project controls, reporting, and data analytics.
  • Proficiency with Power BI, Primavera P6, TILOS, Visio, and Microsoft Office Suite.
  • Strong communication, organization, analytical, and time-management skills.
  • Experience with desktop publishing and professional graphics software.

Nice To Haves

  • PMP certification or relevant project controls/reporting credentials preferred.
  • Knowledge of federal reporting standards, compliance frameworks, and large-scale capital program requirements strongly preferred.
  • Experience with public-sector infrastructure programs, particularly transportation, rail, or roadway projects, preferred.
  • Experience supporting Amtrak or other public transit agency projects is a plus.

Responsibilities

  • Develop and maintain program-wide reporting policies, procedures, templates, workflows, and governance standards.
  • Lead monthly, quarterly, and annual program performance reporting and executive-level deliverables.
  • Integrate cost, schedule, cash flow, earned value, risk, and forecast data into consolidated reporting products.
  • Develop and maintain interactive dashboards and reporting tools using Power BI and other enterprise data environments.
  • Identify opportunities to automate and improve reporting processes, data visualization, and analytical capabilities.
  • Collaborate with project teams and functional leads to collect, validate, reconcile, and maintain traceable program data.
  • Ensure reporting outputs are accurate, consistent, timely, and aligned with stakeholder and leadership needs.
  • Support executive and board-level reporting by highlighting key performance indicators, emerging risks, and required management actions.
  • Ensure compliance with applicable federal, public-sector, and program reporting standards.
  • Serve as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives.
  • Manage reporting calendars, milestones, deadlines, and recurring deliverables.
