About The Position

The responsibility of this position is to serve as an advisor to management on the evaluation of the effectiveness of programs and operations. The REM Projects Manager role will encompass a wide range of functions and activities associated with program and project planning, management, and evaluation. Within the context of this broad-based job specification, several duties and responsibilities encompass portfolio, program, project management, and evaluation. The REM Projects Manager will be responsible for the oversight and assistance in the development of policies and standards for in-house programs and projects, cross-functional project management support and coordination, and business process support function. They also develop plans, coordinate project scheduling, budgeting, and perform administrative tasks.

Requirements

  • Master’s Degree (Business Administration, Public Administration, Public Policy, Economics, Finance, Accounting, Urban Studies, or a closely related field)
  • Minimum 4 years of experience in Program and Performance.
  • Minimum 4 years of experience in Grants.
  • Minimum 4 years of experience in Project Management.
  • Minimum 4 years of experience in Non-For-Profit/Government.
  • Minimum 2 years of For-Profit Experience.
  • Must have or be able to acquire a valid state driver’s license.
  • Must pass federal, state, and local criminal investigation clearances.
  • Must pass a drug screening test administered by the Commission or its designated provider.
  • Must be insurable under the agency’s insurance policy.
  • Knowledge of Housing & Urban Development Public Housing regulations and policies pertinent to the department.
  • Knowledge of DHC and departmental policies, procedures, and goals.
  • Knowledge of the organization’s structure, policies, and procedures.
  • Knowledge of standard office procedures, filing, and standard office equipment, including computer, fax, copier, telephone system.
  • Knowledge of the principles and practices of automated information systems, and data processing.
  • Knowledge of basic office practices, procedures, and equipment.
  • Knowledge of desktop operating systems and applications such as Windows 2000/XP MS Office 2002/2003/2007, MS Project, MS Visio, Adobe Acrobat Professional 8, web tools, and browsers.
  • Knowledge of relevant government regulations and how to comply with them using computerized IT applications.
  • Knowledge of local and wide area networks and internetworking.

Responsibilities

  • Serve as an advisor to management on the evaluation of the effectiveness of programs and operations.

  • Provide hands-on technical troubleshooting capabilities.

  • Utilize server management and monitoring tools.

  • Develop, administer, monitor, or evaluate economic and community development programs, grants, and/or contracts for conformance, effectiveness, and timeliness.
  • Develop cost analysis of projects or perform cost-benefit or economic evaluations of current or projected programs.
  • Utilize data collection and analysis techniques to evaluate individual programs.
  • Submit oral and written reports to management personnel for their consideration and decision-making.
  • Research and investigate new or improved business and management practices for application to agency programs or operations.
  • Develop new or modified administrative program policies, regulations, goals, or objectives.
