About The Position

The City of Topeka is seeking a community-minded individual with construction trade experience to join its Housing Services division. The position supports programs that help homeowners and tenants remain in their homes and contributes to efforts to build and restore the community. The Rehabilitation Specialist manages rehabilitation projects and works with contractors and property owners throughout the construction process. The work includes inspecting residential structures, preparing cost estimates, and writing construction specifications. The schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.

Requirements

• High school diploma or equivalent.
• Valid driver’s license and a city-insurable driving record, which must be maintained.
• At least three years of experience in housing construction or remodeling, with demonstrated knowledge of construction trades.
• Ability to pass the required tests and become a State-licensed Asbestos Inspector, Lead-Paint Risk Assessor, and certified H.Q.S. Inspector within six months of hire.
• Outstanding customer service and communication skills.
• Basic construction knowledge.
• Ability to prioritize and multitask.
• Ability to analyze problems and exercise good judgment.

Nice To Haves

• Experience with Microsoft Windows software such as Word and Excel.
• Familiarity with a specification-writing or estimating system, such as Housing Developer Pro.

Responsibilities

• Inspect residential housing to identify deficiencies and needed repairs required for compliance with applicable local, state, and federal codes and regulations.
• Draft construction specifications and cost estimates.
• Manage rehabilitation projects through the full construction process.
• Work with contractors and property owners throughout the construction process.
