The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This Independent Living Counselor (ILC) position is located in the Asheville EIPD Unit. The primary purpose of the Independent Living Rehabilitation Program is to serve eligible individuals with the most significant disabilities in order to de-institutionalize where possible or prevent institutionalization of individuals who are at risk of same. The ILC works with the consumer to improve functioning in the home and community, and when possible, assist in transitioning into the general Vocational Rehabilitation Services Program for services leading to employment. The DHHS Division of Employment and Independence for People with Disabilities (EIPD) promotes employment and independence for people with disabilities through customer partnership and community leadership. EIPD helps people with disabilities achieve their goals for competitive employment and more independent living in communities statewide.
