About The Position

Under supervision of the department Supervisor, coordinates the daily operations of a Residential Rehabilitation Program (RRP) or Psychiatric Rehabilitation Program (PRP) team at Harbor City Unlimited. Supervises counselors, ensures services members receive appropriate interventions which lead to achievement of recovery goals. Assists in ensuring efficient and effective on-site programming, as well as off-site services to members. Ensures coordination of care, adherence to the recovery model of service, and interventions toward member goal achievement.

Requirements

  • One year experience in a lead role, overseeing the work activities of counseling staff is required.
  • Current, valid, Maryland state drivers’ license may be required.
  • CPR certification is required.
  • Knowledge of mental health, psychology, counseling, and crisis intervention is required.
  • General knowledge of MHA regulations is required.
  • Knowledge of state Medicaid guidelines, code of ethics and professional standards, and confidentiality and privacy.
  • Current, valid Maryland state driver’s license is required.
  • Ability to use a 12-passenger van is required.
  • CPR certification is required.

Nice To Haves

  • Bachelor’s Degree in the human services or related field is preferred.
  • Additional experience may be substituted for the educational requirement on a year for year basis for up to four years.
  • Five years professional counseling experience performing mental health services to include experience in residential rehabilitation and or psychiatric rehabilitation services is preferred.

Responsibilities

  • Supervises the daily work activities of RRP or PRP staff in accordance with UMMS, Human Resources, and departmental policies and procedures in collaboration with the Program Supervisor and Program Manager.
  • Establishes work performance and quality standards in collaboration with the RRP or PRP Supervisor. Performs initial and annual performance reviews, evaluating each counselor in the provision of client-centered rehabilitation services, and counseling employees on performance issues as necessary.
  • Conducts orientation and training of new employees. Assists in interviewing, selecting, and hiring staff.
  • Provides advice and assistance to staff in resolving difficult cases and situations. This includes settling disputes between members, and between members and staff.
  • Works with counselors to develop and implement work schedules conducive to optimal productivity and member service. Ensures continuous program coverage for each member.
  • Monitors and coaches team activities to ensure a high standard of quality and productivity within the recovery model of mental health service.
  • Ensures staff core competencies in the areas of 1:1 counseling and instruction, recovery-oriented assessment, and motivational interviewing.
  • Communicates/collaborates with other RRP and/or PRP team coordinators and staff, as well as the vocational coordinator on ensuring a high level of coordinated care. Oversees staff on other teams in absence of respective coordinator.
  • Ensures that each staff member interacts with all members in a respectful, dignified, therapeutic, adult, engaging, and culturally sensitive manner.
  • Consistent with the recovery partnership, ensures the establishment of timely, substantive, ongoing engagement with members, and assertive outreach when necessary.
  • Responsible for ensuring that all documentation is completed in accordance with departmental procedures and meets regulatory standards. Performs file reviews and other quality assurance activities as directed.
  • Reviews Individualized Rehabilitation Plans and submits authorization requests to Value Options.
  • Enforces and interprets UMMS and departmental policies and procedures within the program. Assists in the development of general departmental policies and procedures.
  • Attends and participates in regular departmental management meetings, in-service training, and other related professional/technical activities.
  • Participates in management meetings to develop, implement, and monitor services and administrative processes.
  • Participates in program strategic planning, goal-setting, and continuous quality improvement.
  • Represents members, staff, and UMMS at community, professional, and social functions to promote the development and growth of the program.
  • Assist in developing and conducting internal trainings. Ensures all staff participates in training. Evaluates training needs and makes recommendations as necessary.
