About The Position

Exhibits high level proficiency in technical knowledge, leadership, and communication skills to provide strategic direction for jurisdictional regulator matters. Lead and provide direction to a team of Regulatory professionals. Possesses expert level regulatory knowledge and communication skills and performs varied work assignments demonstrating an in-depth proficiency in the application of theory and analytical techniques to solutions of diverse problems. Educates others on regulatory matters related to filings, testimony, discovery response development, cost drivers, and revenue. Leads the technical staff in the preparation and support of analytical studies. May serve as a policy or technical expert for the company in regulated matters, including strategy development, negotiations, and testifying. Familiar with state or federal regulation standards, codes, concepts, systems, and business processes relevant to work assignments. Works independently to accomplish work plans initiated by various governmental agencies for rate cases, recovery clauses, audits, compliance filings, policy matters, pricing, and cost initiatives, and/or general questions. Stays aware of industry trends and changes in the area to test and validate corporate process. Actively engaged in a network or relationships with commission and industry stakeholders, interacting on a normal basis.

Requirements

  • Bachelor’s degree in engineering, business administration, accounting, finance, management, or related field.
  • Minimum of 8 years of experience with emphasis on one or more of the following - utility accounting and applications, rates, tariff development and application, commercial operations, management, and/or other pertinent experience.
  • Must possess superior levels of initiative, planning and organization skills, oral/written communication, and presentation skills.
  • Strong knowledge of utility industry issues and the regulatory/legislative process.

Nice To Haves

  • Previous leadership experience is preferred.
  • Electric utility experience is preferred.
  • Strong accounting or budgeting background is preferred.

Responsibilities

  • Lead a team of skilled regulatory professionals, focusing on building a successful team and developing skillsets as the team members grow their regulatory careers.
  • Contribute to and could lead negotiations and processes associated with jurisdiction operational issues for OPCOs while advocating policies developed as part of the management team.
  • Develop and implement plans by establishing measurable goals, objectives, and requirements relative to regulated functions and responsibilities; review planned work of others; oversee process teams and monitor timely completion of special projects.
  • Apply knowledge to make complex decisions based on calculated risk; understand the impact of the decisions made on other organizational units internal and external of the company; possess the knowledge to defend decisions that are made in the interest of the company; demonstrate the ability to extrapolate beyond facts to reach a logical conclusion.
  • Lead activities of the organization and outside resources to perform regulatory activities such as filing preparation, interrogatory support, hearing participation, legal briefing, final order or settlement process; consult with and advise the operating company staff and/or service corporation staff of matters affecting rates and regulation.
  • Demonstrate strong problem-solving skills; identify, clarify, resolve, and initiate solutions to specialized problems that sometimes involve data analysis; develop opportunities, new ideas and approaches.
  • Manage the preparation and presentation of complex regulatory subjects in a clear, concise, and effective manner to management, other business units, customers and/or regulatory bodies; effectively utilize the network channels within the company, other companies, professional organizations and regulatory agencies.
  • Build teams and networks that extend through the company, other companies, professional organizations, and regulatory agencies; using a comprehensive knowledge of different disciplines network channels, internal and external to the company; build relationships to get things accomplished.
  • Challenge company and industry norms, constantly evolving the regulatory process.
  • Serve as expert on trends and policies developing within the Commission and its staff that affect the Company’s operation or trends in positions for the industry.
  • Assist in the coordination between central business unit personnel and operating company personnel to ensure that regulatory strategy, interface with regulatory bodies, and responses to regulatory inquiries are aligned and consistent with AEP policy and strategy.
  • Serve as a known leader on industry issues and interact with commission, staff, and industry stakeholders as a subject matter expert.
