About The Position

The Ministry of Education and Childcare supports students, parents, teachers and administrators from Early Childhood Service (ECS) through Grade 12. The Ministry has responsibilities including developing curriculum and setting standards, evaluating curriculum and assessing outcomes, teacher development and certification, and supporting students with diverse learning needs. The Alberta Teaching Profession Commission (ATPC) oversees a new model for teacher and teacher leader disciplinary matters, which came into force on January 1, 2023. The ATPC protects students and enhances accountability and transparency for disciplinary matters as a regulated profession.

Requirements

  • University graduation in a related field (Education, Business Administration, Public Administration, Law, etc.), plus a minimum of 2 years of related experience.
  • Experience and advanced knowledge and thorough understanding of: Program development, policy/legislation, regulations and decision-making processes, including interpreting and writing policy and procedure documents, interpreting and applying legislation.
  • Project management or coordination, including methodologies and tools.
  • Rules of natural justice and procedural fairness.
  • Working within operational policy/procedures and organizational guidelines to produce work that is clear, consistent, and credible.

Responsibilities

  • Developing and implementing strategic and operational initiatives, including procedures, and communication products.
  • Coordinating defined projects and potentially leading components of larger initiatives impacting the branch or Commission.
  • Supporting the discipline and complaint process in accordance with the Education Act and the Professional Conduct and Competency for Teachers and Teacher Leaders Regulation through the interpretation of legislation, regulations, and standards.
  • Assessing complaints, drafting allegation statements, and preparing decisions for the Commissioner’s consideration.
  • Influencing operational effectiveness and ensuring quality assurance across the branch's services.
  • Leading and participating in initiatives to improve quality and accountability in teacher discipline.
  • Identifying best practices and adapting new initiatives to the Alberta context.
  • Providing analysis in the evaluation of processes and initiatives for quality assurance, issues, trends and best practices.
  • Providing advice and recommendations regarding reporting and statistical analysis.
  • Identifying, evaluating and determining appropriate data sources and information to assist in identifying and framing issues.
  • Providing options for data-driven decision making and establishing operational priorities.
  • Creating and maintaining reporting requirements for branch management.
  • Identifying opportunities, initiating, and leading projects that will improve the availability, access and quality of operational data and reporting.
  • Analyzing data and preparing reports.
  • Establishing, monitoring, and reporting branch performance standards, indicators and measures.
  • Supporting the development and maintenance of resources available to internal and external audiences.
  • Identifying and analyzing emerging trends and best practices in the area of professional regulation.
  • Drafting and maintaining operational policy and procedures, including development and continuous improvement of templates and tools in digital format that support operational procedures.
  • Developing briefing material, presentations, research papers and other documents as required.
  • Coordinating projects using accepted project management techniques to achieve desired outcomes.
  • Developing and maintaining appropriate project documentation, including project plans.
  • Supporting the execution of projects through monitoring and reporting.
  • Developing and assisting with the delivery of training and information sessions as well as updating information and training materials regarding teacher discipline in Alberta.
  • Supporting the teacher discipline process by working with Professional Assurance Officers and the Manager to interpret and apply legislation, standards, processes and protocols concerning teacher conduct and competency complaints.
  • Determining the nature of complaints and drafting allegation statements.
  • Identifying legislative requirements regarding complaints.
  • Conducting preliminary inquiries related to a complaint by analyzing and verifying information, which may include documentation provided by parties involved in the complaint.
  • Drafting decisions after preliminary inquiries, investigation, mediation or dispute resolution, recommending a course of action based on caselaw and precedent.
