About The Position

The Ministry of Mental Health and Addiction is transforming Alberta’s health system to the Alberta Recovery Model, which adopts a recovery-oriented approach for addiction and mental health. A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life. The Ministry also liaises with the Alberta Mental Health Patient Advocate and Recovery Alberta. This role will help protect Albertans and strengthen addiction services across the province. As a Regulatory Officer, you are a front-line representative of the Ministry, ensuring compliance with legislation through inspection, investigation, education, and enforcement activities. Acting as the Ministry’s front-line representative, you will collaborate with service providers, stakeholders, and other authorities to address risks, resolve complaints, and uphold legislative requirements. This position reports to the Manager of the Compliance and Monitoring Unit within the Regulatory Compliance and Data Stewardship Branch and plays a critical role in shaping Alberta’s proactive response to addiction.

Requirements

  • University graduation in Public Safety, Justice, Law Enforcement, Addictions and Mental Health or a related field, plus 2 years progressively responsible related experience; or equivalent as described below.
  • Experience working in a regulatory, compliance, or enforcement environment, including inspections or monitoring activities
  • Experience conducting investigations, including gathering evidence, analyzing findings, and preparing reports
  • Experience interpreting and applying legislation, policies, or standards to support decision-making
  • Experience working with stakeholders, including service providers, partners, or the public, to provide guidance and resolve issues

Nice To Haves

  • Experience working within the addiction and/or mental health sector
  • Knowledge of relevant legislation such as the MHSPA, MHSPR, FOIP, or Health Information Act
  • Experience supporting or participating in licensing processes, inspections coordination, or program oversight activities
  • Experience preparing briefing notes, reports, or correspondence for leadership or decision-makers

Responsibilities

  • Conduct inspections, assess compliance, issue orders, and support enforcement actions under the Mental Health Services Act (MHSPA)
  • Respond to complaints, collect evidence, and prepare clear, defensible reports and recommendations
  • Build relationships and provide guidance to service providers, partners, and the public on legislative requirements
  • Prepare reports, briefing materials, and provide insights on risks, trends, and emerging issues
  • Contribute to policy, process improvements, and support quality assurance across services
