The For-Hire Vehicle Administration (FHVA) is a San Diego Metropolitan Transit System (MTS) Department that administers and enforces rules governing for-hire vehicles (e.g., taxicabs, jitneys, charter, low speed, sightseeing, and non-emergency medical vehicles) for multiple cities in San Diego County. The FHVA goals are to ensure public safety and consumer protections, and to provide excellent customer service to permit holders and the general public. Under the direction of the FHVA Regulatory Supervisor, Regulatory Inspectors patrol in marked MTS vehicles to enforce laws and regulations governing for-hire transportation services. They conduct inspections of permitted vehicles and drivers; verify permits, insurance, and driver credentials; document enforcement actions; issue warnings and citations; remove unsafe vehicles from service; and ensure regulatory compliance. Regulatory Inspectors also coordinate with law enforcement, regulatory agencies, and industry stakeholders. Additional duties include investigating complaints, preparing reports, appearing in court when required, providing driver safety and compliance training, maintaining MTS pool vehicle records, and performing field and administrative responsibilities throughout FHVA service areas.
