About The Position

This position involves program and policy evaluation and analysis within the Public Service Commission. The role requires identifying issues of interest to the Commission, particularly concerning Demand Side Management (DSM) programs. Responsibilities include data collection, analysis, and making recommendations. The position also involves participating in meetings and roundtables with various agencies and stakeholders on energy policy, energy efficiency, demand response, and smart grid activities. The role requires analyzing and preparing written comments and testimony for Commission hearings, assisting legal counsel, and monitoring national/regional wholesale energy markets and industry organizations related to DSM issues. The incumbent will also perform other duties as assigned.

Requirements

  • Regulatory Economist I: Four years of experience performing utility, energy policy, economic or econometrically based analysis.
  • Regulatory Economist II: Five years of performing utility, energy policy, economic or econometrically-based analysis, including one year of experience with a public service commission, consulting organization or regulated enterprise.
  • Candidates may substitute the possession of a Bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university for the required experience (for Economist I).
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience (for Economist I).
  • Candidates may substitute the possession of a Bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university and one year of experience with a public service commission, consulting organization or regulated enterprise performing utility, energy policy, economic or econometrically-based analysis for the required experience (for Economist II).
  • Candidates may substitute the possession of a Master's degree in Economics, Engineering, Business, Finance or a related discipline from an accredited college or university for the required experience (for Economist II).
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience (for Economist II).

Responsibilities

  • Identify issues of Commission's interest and discuss with supervisor in connection with DSM programs (approved and proposed).
  • Collect data and conduct analyses/evaluations of issues and make recommendations for supervisor's and Commission's review.
  • Participate in meetings and roundtables with state and federal government agencies, utilities, consultants, and interested parties on energy policy development, energy efficiency, demand response, smart grid, or other demand side management related activities.
  • Discuss issues with supervisor and provide reports with recommendations for the Commission's review on activities affecting Maryland customers.
  • Analyze, prepare, and recommend action on bucksheet assignments.
  • Prepare written and oral testimony for hearings before the Public Service Commission.
  • Testify in hearings before the Public Service Commission.
  • Assist legal counsel in preparing cross examination questions.
  • Monitor national/regional wholesale energy markets and industry organizations related to demand side management issues, including participating in meetings at the FERC and PJM.
  • Discuss issues with supervisor and provide reports with recommendations for the Commission's review on such activities as they may affect the customers in Maryland.
  • Performs other duties as assigned.
