About The Position

The Regulatory and Compliance Engineer I is an entry-level position that will learn the analysis and evaluation of the construction, operation, inspection, and permitting of oil storage and handling facilities, and above ground storage tank (AST) systems to ensure regulatory compliance with engineering standards, practices, principles, and methods. The incumbent in this position will be required to be certified by the Steel Tank Institute (STI) as both an AST Inspector and an AST system Inspector. The incumbent in this position will also be responsible for processing and tracking compliance of approximately one fifth of the individual oil operations permits and AST system registrations in the State as required in COMAR 26.10 and the National Pollutant Discharge Elimination System (NPDES) individual and general permits as required in COMAR 26.08. This position requires a working knowledge of the Administrative Procedures Act (APA) for the purpose of reviewing and issuing individual NPDES permits for oil terminals, including participation in public informational meetings and public hearings.

Requirements

  • A Bachelor's degree in engineering or architecture from an accredited college or university.
  • None (experience requirement).
  • Possession of a motor vehicle operator's license valid in the State of Maryland.
  • Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
  • Must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.

Nice To Haves

  • Knowledge and/or experience working with oil storage tanks or facilities.
  • Knowledge and/or experience with formal enforcement or compliance activities.
  • Inspector certification related to the aboveground storage tanks (STI or API), non-destructive testing, or corrosion protection.
