About The Position

Dominion Energy is seeking a Regulatory Analyst to join their team. This position can be filled at the Regulatory Analyst I, II, or III level, commensurate with the candidate's qualifications. The role involves assisting with the preparation, analysis, and submission of regulatory filings, including earnings and revenue requirements, which may support rate adjustment clauses and other regulatory filings. The analyst will prepare work papers, documentation, analyses, and discovery responses. They will also serve as a supporting resource for internal and external inquiries regarding routine regulatory matters, and provide research or gather supporting information for regulators, internal and external counsel, and outside consultants. Additionally, the position involves providing information and performing studies to enable the preparation of expert written and oral testimony in rate case proceedings, and developing and maintaining effective working relationships with Commission Staff and regulatory stakeholders. Other duties may be requested or assigned.

Requirements

  • Level I: 0-2 years of experience in state and/or federal regulatory and rate setting process.
  • Level II: 2+ years of experience in state and/or federal regulatory and rate setting process.
  • Level III: 5+ years of experience in state and/or federal regulatory and rate setting process.
  • Basic financial and accounting knowledge, which may include GAAP practices.
  • Effective analytical, computer, problem assessment and problem-solving skills.
  • Effective written, oral, and presentation skills.
  • Experience with Excel.
  • Ability to explain results of analysis and/or research.
  • Demonstrated ability to coordinate processes involving other departments, and to ensure compliance with regulatory filing requirements.

Nice To Haves

  • Ability to be an expert witness, highly preferred.

Responsibilities

  • Provide information and perform studies, to enable preparation of expert written and oral testimony in rate case proceedings.
  • Develop and maintain effective working relationships with Commission Staff and regulatory stakeholders.
  • Perform other duties as requested or assigned.
