About The Position

The Regulatory Affairs department is seeking a Regulatory Affairs Services Manager. This position leads, manages, and coordinates programs and activities related to regulatory compliance framework, water quality needs of the Tualatin Basin, and implementation of an integrated watershed management program at Clean Water Services (CWS). Provides oversight and integration of operational functions to ensure effective service delivery, regulatory compliance, and alignment with organizational goals. Requirements

  • 5 years of experience managing teams with regulatory compliance responsibility in the areas of wastewater, stormwater, air quality, or industrial pretreatment
  • 5 years of experience in natural resources, watershed, or natural systems planning and management, within a regulatory environment involving water quality policy development or implementation
  • Bachelor's degree in environmental sciences, biology/chemistry, environmental engineering, environmental law, natural resources, energy law, or related fields
  • Possess and maintain a valid state-issued driver’s license

Responsibilities

  • Provides leadership, planning, and direction for regulatory compliance and the basin's water quality needs, offering recommendations for watershed management and ensuring alignment with organizational goals, regulatory requirements, and operational standards.
  • Creates and guides the development, modification, and implementation of departmental priorities, goals, objectives, and permit-required performance standards for the Laboratory, Compliance, and Environmental Services programs.
  • Directs research projects for Laboratory Services, providing support and guidance for the development of new analytical methods needed to ensure future compliance.
  • Provides advanced technical guidance to the Environmental Services program, including implementation and compliance with federal pretreatment, complaint response, industrial/commercial, pollution control, pollution prevention, and cost recovery programs.
  • Supports the development of innovative watershed-based regulatory frameworks (such as watershed-based NPDES permitting, water quality credit trading, and ecosystem services marketplaces) to drive adoption, establish desired outcomes, and meet compliance requirements.
  • Ensures permit compliance by coordinating with Compliance Services to implement local permit programs, responding to regulatory agencies to resolve compliance issues, and determining enforcement approach decisions for the industrial pretreatment and stormwater programs.
  • Collaborates with leadership and staff to address compliance challenges, align facility and organizational capabilities, enhance operational effectiveness, and meet evolving regulatory requirements, leveraging comprehensive knowledge of wastewater and stormwater treatment processes.
  • Researches, mediates, advises, and resolves technical, sensitive, or controversial issues for internal programs and external customers.
  • Represents the department to elected officials, agencies, community groups, partner organizations, and media, integrating departmental programs with external partners.
  • Coordinates objectives and work efforts across CWS departments and divisions.
  • Builds, manages, and maintains effective relationships with regulatory agencies, environmental organizations, and industry groups to advocate at local, state, and national levels.
  • Implements compliance strategies and integrated watershed management approaches and identifies opportunities for collaborative regulatory initiatives.
  • Assists with tracking and managing legislative and regulatory policy initiatives and trends at the federal, state, and local levels.
  • Interacts with regulatory agencies to anticipate and influence pending actions, assess organizational compliance capabilities, and develop strategies to align with or shape regulatory standards.
  • Negotiates and administers contracts for studies, services, purchases, and permits.
  • Prepares and administers budget; ensures adequate staffing, equipment, and other resources are available to support efficient and cost-effective operations.
  • Manages the work of technical, professional and/or supervisory staff.
  • Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
  • Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups’ understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  • Drives a CWS or personal vehicle for work-related purposes.
