About The Position

The Regulatory Affairs and Rates Manager (RARM) is responsible for and supports three distinct, but overlapping, areas. First, the position develops and implements rate design and related regulatory requirements impacting Golden Spread Electric Cooperative, Inc.’s (GSEC) rates. This scope includes the rates GSEC charges it member distribution cooperatives and the rates GSEC pays as a market participant in the Electric Reliability Council of Texas (ERCOT) and Southwest Power Pool (SPP). Second, this position supports ERCOT and SPP market compliance activities, including direct interactions with associated regulators and oversight of third parties performing ERCOT and SPP compliance activities for GSEC. Third, this position ensures all transmission regulatory policy and rate issues impacting GSEC are identified, communicated, and advocated at ERCOT, SPP or in related forums or proceedings such as those before the Public Utility Commission of Texas (PUCT) or the Federal Energy Regulatory Commission (FERC). This position is expected to analyze and interpret newly proposed and revised transmission related rules and regulations, and actively lobby state government officials to promote GSEC’s and Member Cooperatives’ interests. The RARM is also responsible for providing technical regulatory expertise and developing and presenting proposed transmission-related comments on issues of interest to GSEC and/or its Member Cooperatives. While this role is an individual contributor, the RARM is responsible for cross training, taking initiative, finding solutions, and escalating when needed. This role is also responsible for exhibiting GSEC’s and our Member’s cooperative culture.

Requirements

  • Bachelor’s degree required.
  • Minimum 7 years of industry experience in market regulatory policy, and/or market compliance.
  • Knowledge of and work experience in market design and compliance is preferred.
  • Advanced understanding of electric market design, reliability, and rules with related advocacy experience.
  • Experience with market related compliance risk, controls, programs, and audit.
  • Critical thinking skills include articulating and scrutinizing multidimensional arguments on both sides of issues
  • Proficient in Microsoft Office 365 Suite.
  • Highly developed verbal and written communication skills to communicate with internal and external stakeholders, including member cooperatives, the legal team, executive team, and outside consultants.
  • Demonstrated ability in technical writing and filing regulatory comments.

Responsibilities

  • Lead the organization’s transmission-related regulatory and market advocacy activities before SPP and ERCOT and in related regulatory proceedings at the PUCT and FERC.
  • Directly cover or ensure coverage of all GSEC transmission related advocacy and regulatory activities.
  • Analyze transmission developments and identify alternative transmission strategies and tactics to assist the implementation of an overall transmission strategy.
  • Develop and draft comments on GSEC’s positions regarding highly technical transmission activities.
  • Report on significant transmission developments, coordinating with GSEC internal or outside legal counsel as needed.
  • Interact effectively with external stakeholders and management, and other industry professionals to advance GSEC positions on transmission issues.
  • Provide primary expertise, knowledge, and interpretation of governing documents, including understanding and communicating compliance risk associated with market rules.
  • Partner with the GSEC Compliance Department to manage compliance risk, assess rule impacts, support non-compliance investigations, and review potential self-reports and related documentation.
  • Interface with governing agencies on matters of compliance.
  • Consistent with the scope described above, participate in regulatory meetings to inform the department on market advocacy issues and ensure consistency with overall regulatory strategy.
  • Coordinate with Legislative & Regulatory Policy Manager and Senior Manager of Regulatory & Market Affairs to ensure consistency between advocacy positions and legislative and regulatory policy positions.
  • Contribute to the regulatory department by developing comments, advocacy strategy, or leading projects in other regulatory proceedings or rulemakings as assigned.
  • Manage the rate development for Golden Spread products.
  • Manage rulemakings and regulatory litigation concerning transmission issues in coordination with the Legislative and Regulatory Policy Manager.
  • Lead SPS-related and transmission-related proceedings at PUCT and FERC.
  • Provide regulatory project management & support to the Power Delivery Team, including support on projects such as the Zonal Planning Criteria, Transmission Formula Rate cases, and ERCOT TCOS.
  • Provide regulatory project management & support to the Member Services & Finance Teams, including support on rate projects such as OATT filings, WPC revisions, and rate design.
  • Provide regulatory support to the Compliance Team for investigations, third-party risk management, and communications with regulatory bodies. This includes advising on investigations of all potential non-compliance, including review of potential self-reports and investigation documentation with a focus on the rules and regulations.
