About The Position

This technical position exists in the Lewis County General Hospital and involves responsibility for aiding to coordinate information resource development, support and service between the nursing and information systems staff. The incumbent is responsible for working with technical staff concerning health information support services, including equipment installation and maintenance and administration of local and wide area networks. Additionally, the position also involves responsibility for strategic planning and design of future health information systems applications as facility needs change. The work is performed under the general supervision of the Director of Information Systems. The incumbent does related work as required.

Requirements

• Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in nursing and three (3) years of nursing experience, one (1) year of which involved experience in a position responsible for microcomputer technology planning, implementation, training and support.
• Graduation from a regionally accredited or New York State registered college or university with an associate’s degree in nursing and seven (7) years of nursing experience, one (1) year of which involved experience in a position responsible for microcomputer technology planning, implementation, training and support.
• An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
• Good knowledge of microcomputer and related equipment technology.
• Good knowledge of professional nursing techniques and practices.
• Good knowledge of the application of health information systems to hospital environments.
• Good knowledge of logical operations of computers and data communication devices.
• Good knowledge of computer learning strategies, integration of curriculum with technology and training of nursing staff.
• Ability to develop and conduct training workshops for nursing personnel related to microcomputer operation.
• Ability to successfully link information between nursing and computer center staff.
• Ability to establish and maintain effective working relationships.
• Ability to train others in computer system operations.
• Microcomputer literacy.

Responsibilities

• Coordinates modifications or additions to Health Information Systems (HIS) clinical applications between Information Systems Department and nursing staff users of the HIS clinical applications.
• Assists with the evaluation, development and implementation of health information clinical application systems with planning, design, development and maintenance of systems and programs for clinical systems.
• Acts as primary liaison between the Information Systems Department and clinical personnel, either hospital employees or associates, including physicians and nursing staff and communicates needs and reports or improvement to appropriate information systems staff.
• Assesses user training needs in consultation with the application coordinator and designs instruction programs to meet such needs.
• Schedules and conducts training sessions, prepares instructional material to assist users in understanding HIS clinical applications and capabilities.
• Ensures compliance with JCAHO Information Management requirements in areas of nursing responsibility including but not limited to planning, implementation, security, access, and data quality.
• Participates in HIS clinical application users groups to meet staff needs through constructive discussions and interactive development.
• Assists in evaluating and recommending acquisition of computer hardware and software to meet automation needs.
• Assists in development, revision and enforcement of departmental policies and procedures related to areas of responsibility by implementing and monitoring policy compliance through health information systems clinical applications.
• Participates in the planning for and the installation of microcomputers and accessory equipment such as terminals, scanners and printers.
• Assists in developing budget recommendations and provides expenditure control on established budgets for computer equipment and services.
• Assists in performing evaluation and planning of future hardware and software acquisitions to maintain proper levels of network performance and reliability.
• Keeps informed of new developments and trends in the field of computer education and technology in order that innovations and new materials may be shared with nursing staff.
• Provides professional nursing advice and support to administrative and clerical personnel related to the purchase of hardware and software.
• Maintains records on equipment performance and contacts appropriate technical personnel in the event of machine or software malfunction.
• Assists in evaluation of vendors and products to determine applicability to established implementation requirements.
