About The Position

The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Regional Training Consultant (HIA1) position. This role is within the SHIBA program under the Consumer Protection Division and is currently remotely based until an OIC duty station is established in Whatcom County – Bellingham Area. This position will cover the following counties including but not limited: Whatcom, Skagit, Snohomish, San Juan, Island, and Kitsap Counties. Frequent travel required. This recruitment may be used to establish a qualified pool of candidates for Health Insurance Advisor 1 vacancies in the next sixty days. This is a Washington General Service position.

Requirements

  • Six years’ experience with community development, adult training, and/or volunteer management.
  • Basic level skills in Microsoft Outlook, Word, PowerPoint and Excel.
  • Demonstrated experience effectively facilitating meetings or designing training for at least one virtual platform (e.g., Zoom, Teams, etc.).
  • A bachelor’s degree with focus in business administration, public administration, public health, health administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for up to four (4) years of relevant experience.

Responsibilities

  • Deliver Basic and Continuing Education training to SHIBA volunteers and other counselors, both in-person and virtually.
  • Assess volunteer readiness and provide technical assistance, especially for complex cases.
  • Assist Volunteer Coordinators with strategies for recruitment, retention, and performance management.
  • Monitor compliance with contracts and review Sponsor performance to share best practices and drive improvements.
  • Collaborate with community partners to expand SHIBA's reach, including delivering public presentations and seminars on healthcare options.
  • Coordinate outreach programs like “Welcome to Medicare” and maintain accurate records in the STARS database.
  • Provide consultations to consumers on healthcare coverage and assist volunteers with complex cases.
  • Serve as a SME, reviewing training materials and supporting the team in delivering high-quality education.
