About The Position

Arcosa Aggregates is seeking a Regional Safety Manager based out of our Chandler, AZ office. The position requires an individual with 5+ years’ experience working in a safety capacity in the mining industry. Strong knowledge and experience working with MSHA regulations are required. The position will also oversee safety programs, training, compliance with regulations, accident investigations, PPE management, safety inspections, and corrective actions, and MSHA reporting while fostering a safety culture. This role is responsible for leading safety initiatives, conducting training and safety briefings, ensuring compliance with safety regulations, performing safety inspections, managing PPE, handling accident investigations, coordinating safety programs, and maintaining safety records while supporting plant operations and fostering a culture of safety.

Requirements

5+ years’ experience working in a safety capacity in the mining industry.
Strong knowledge and experience working with MSHA regulations are required.
Knowledge of the following regulations: Mine Safety and Health Administration (MSHA) Occupational Safety & Health Administration (OSHA) American National Standards Institute (ANSI) National Fire Protection Association (NFPA) Arizona Workers Compensation Regulations
Excellent communication skills and the ability to develop and maintain effective internal and external business relationships.
Ability to deal with situations involving sensitive and confidential company information.
Strong organizational skills, attention to detail, and the ability to prioritize and complete multiple projects in a timely manner.
To be self-driven with the ability to make decisions and operate independently with respect to complex issues and business requirements as well as function effectively in a team environment.
The ability to utilize good judgement and sound reasoning.
The ability to exercise creative, innovative, and effective problem solving.
Must have and maintain a clean driving record to be insured for a company vehicle.
To be dependable (at work when needed, on time, etc.).
To have integrity and be able to hold yourself accountable.
Must be able to meet all MSHA safety requirements.
Must be able to complete work tasks under various adverse weather conditions including consistent heat in excess of 110 degrees, cold. Rain, etc.
Must be able to stand, walk, or sit for extended periods of time; grip, climb, reach, shovel, squat, crawl, pull, push, as well as bend and lift up to 80 pounds frequently and consistently throughout the day.

Responsibilities

Ensure full compliance with MSHA, OSHA and other regulators as well as other applicable environmental, health, and safety laws across all sites.
Ensure the preparation and submittal of all required safety and other regulatory reports, registrations, and permits in a timely manner to include the quarterly MSHA 7000-2 reports and OSHA 300 information for annual posting.
Maintain detailed records of Safety activities, incidents, inspections, and training sessions.
Stay abreast of changes in EHS regulations and update policies and procedures accordingly.
Develop and implement strategic Safety initiatives aligned with organizational goals.
Provide guidance to senior leadership on Safety-related matters and emerging trends in the industry.
Ensure the implementation, administration, and maintenance of all BU specific Safety programs.
Champion ARC100 (internal safety initiative) through plant Arcosa Safety Briefings (ASB), one-on-ones with employees and any other opportunity.
Perform New/Experienced Miner Training at the Western Region office.
Review all applicable documentation for completeness.
Purchase and maintain PPE for QC1 and new hires.
Conduct regular site visits and inspections to monitor Safety practices and address issues proactively.
Determine corrective or preventative measures, assign responsibility, and follow up with to ensure the corrective measures have been implemented.
Identify Safety risks and develop mitigation strategies for each site.
Implement risk reduction measures and monitor their effectiveness over time.
Develop and deliver Safety training programs for employees, contractors, and site managers.
Ensure all safety communication is developed and disseminated in a timely manner.
Promote a culture of continuous learning and knowledge sharing regarding Safety best practices.
Responsible for the development of Region Safety Professionals to keep an engaged team as well as to ensure proper bench strength for the Safety function.
Oversee incident investigations and root cause analyses for releases, accidents, injuries, and near-miss events.
Implement corrective actions to prevent recurrence and ensure lessons learned are shared across regions.
Provide recommendations and assistance to site management with respect to site hazards, employee training, new/safe equipment operation and safe material or substance utilization.
Ensure compliance with Worker’s compensation including working with Risk Management Team, third party administrators, Legal counsel, to effectively investigate and resolve claims in an expeditious and cost-effective manner.
Develop and maintain comprehensive emergency response plans for each site, ensuring employees are adequately trained and prepared for emergencies.
Conduct regular drills and simulations to test the effectiveness of emergency response procedures.
Collaborate with internal stakeholders, site managers, contractors, and external agencies to promote a strong safety culture and ensure compliance.
Act as liaison with regulatory agencies and represent the organization during inspections and audits.
Other safety-related tasks as needed.
