About The Position

The Washington State Department of Transportation (WSDOT) is seeking a seasoned and service-oriented Regional Recruiter (HRC3) to join their centralized Recruitment team. This role will support hiring managers throughout the agency, across multiple regions, leading full-cycle recruitment activities and helping to attract a highly qualified workforce dedicated to public service. The position provides recruitment consultation, develops outreach and sourcing strategies, and supports equitable and defensible hiring practices across a wide variety of positions statewide. The successful candidate will also contribute to workforce outreach, recruitment marketing, training efforts, and customer-focused service that helps connect talented individuals with meaningful careers supporting transportation in Washington State.

Requirements

  • Demonstrated ability to perform full-cycle recruitment and talent acquisition activities, including sourcing, screening, coordinating interviews, and supporting equitable hiring decisions in a fast-paced, customer-focused environment.
  • Ability to consult with and advise managers, supervisors, and stakeholders by interpreting policies, procedures, and hiring practices and providing clear, sound guidance.
  • Ability to communicate effectively, both verbally and in writing, and build collaborative relationships with a wide range of audiences, including hiring managers, executives and senior leaders, and community partners.
  • Ability to analyze information, evaluate applicant materials, apply objective screening criteria, and support fair and defensible selection processes.
  • Ability to manage multiple assignments, prioritizing competing deadlines, and working both independently and collaboratively as part of a professional team.
  • Ability to develop presentations, training materials, workshops, or informational resources for a variety of audiences.
  • Demonstrated proficiency using applicant tracking systems and standard business software, including Microsoft Outlook, Word, and Excel.

Nice To Haves

  • Experience supporting recruitment, outreach, or workforce marketing initiatives for engineering, construction, transportation, trades, and public sector industries.
  • Experience developing and implementing recruitment, outreach, and sourcing strategies using digital marketing tools, social media platforms, networking resources, and other outreach methods.
  • Demonstrated ability to develop and implement strategies that attract broad and qualified applicant pools across a variety of position types.
  • Skill in sourcing and engaging candidates using creative recruitment methods, labor market research, networking, and outreach strategies.
  • Knowledge of recruitment and employment practices, including merit-based hiring principles, employment laws, collective bargaining agreements, and public-sector hiring processes.
  • Experience developing or facilitating trainings, workshops, presentations, or informational sessions for adult learners or professional audiences.
  • Proficiency using NEOGOV or similar electronic applicant tracking systems, Microsoft PowerPoint, and SharePoint.

Responsibilities

  • Conduct full-cycle recruitment activities using an electronic applicant tracking system (ATS).
  • Consult and advise hiring managers on Recruitment and Selection processes, rules, laws, and best practices to ensure inclusivity, fairness, and legal defensibility.
  • Coordinate with local Human Resource Consultants to ensure accuracy of assigned paperwork (e.g. position description, salary, approval documents, etc.).
  • Develop, implement, and execute defensible recruiting strategies.
  • Compose, write, and/or update compelling job announcements for a varied range of positions; compose interview questions; brief and debrief interview panels.
  • Identify sourcing channels of diverse prospects.
  • Assess applicants using objective and defensible screening criteria.
  • Assist hiring authorities in making informed selections.
  • Represent WSDOT as an employer of choice at career fairs, community outreach, college campus outreach, and networking events.
