About The Position

The Regional Manager, Receivership Portfolio is a strategic and highly operational leader responsible for the stabilization, transition, and oversight of distressed or newly acquired multifamily assets operating under receivership or similar special situations. This is not a traditional Regional Manager role overseeing stabilized communities. You’ll step into properties where systems may not exist, staffing may be incomplete, and significant operational, compliance, or physical challenges may need to be addressed. You’ll be responsible for identifying what is preventing an asset from operating effectively—and building and executing the plan to fix it. From leading complex property takeovers and rebuilding site teams to resolving life-safety concerns, restoring leasing and make-ready operations, addressing significant delinquency, and reporting to lenders, ownership, receivers, and other stakeholders, this role requires an operator who is resourceful, decisive, hands-on, and comfortable working through ambiguity. Requirements

  • Minimum 5 years of Community Manager experience required.
  • Regional Property Manager or multi-property management experience preferred.
  • Experience with distressed, underperforming, newly acquired, or complex multifamily assets preferred.
  • Experience with property takeovers, transitions, operational stabilization, or rebuilding property operations preferred.
  • Strong knowledge of multifamily property operations, including leasing, collections, maintenance, staffing, budgeting, and compliance.
  • Knowledge of Fair Housing Laws, Landlord-Tenant Law, and applicable local and state regulations.
  • Strong understanding of property compliance, licensing, inspections, and life-safety requirements.
  • Ability to assess complex situations, prioritize competing needs, and make sound decisions in high-pressure environments.
  • Resourceful, decisive, and comfortable working with incomplete or changing information.
  • Strong problem-solving and analytical skills with the ability to develop and execute recovery plans.
  • Ability to manage multiple properties, including multi-state portfolios.
  • Strong organizational skills and attention to detail.
  • Effective leadership, communication, and relationship-building skills.
  • Proficient with property management software and technology platforms.
  • Ability to prepare clear, concise reports and maintain accurate records and documentation.
  • Ability to build and maintain strong relationships with employees, residents, leadership, vendors, attorneys, lenders, receivers, and other stakeholders.
  • Valid driver’s license and insured personal vehicle required.
  • Personal cell phone required for communication with teams and leadership.
  • Willingness to work weekends or after hours during emergencies or escalated issues.
  • Ability to travel out of state and stay overnight when needed.
  • Professional appearance and demeanor.
  • Bachelor’s degree in business, management, real estate, or related field preferred.
  • Must live within a short driving distance of at least one asset in the assigned portfolio.

Responsibilities

  • Lead receivership and distressed-asset takeovers, including transition planning, takeover agendas, operational assessments, and stabilization plans.
  • Assess each property's immediate operational needs and establish clear priorities and action plans.
  • Develop property-level recovery plans with measurable goals for occupancy, collections, leasing velocity, staffing, unit readiness, and compliance.
  • Manage multiple assets simultaneously, recognizing that each property may be at a different stage of takeover, stabilization, compliance remediation, or disposition.
  • Coordinate appraisals, inspections, court requirements, lender requests, and other asset-specific milestones.
  • Quickly identify operational risks and escalate matters that could impact resident safety, compliance, asset value, lender expectations, or court requirements.
  • Establish core property operations following takeover, including property management systems, online leasing, websites, payment processing, resident communication channels, and reporting infrastructure.
  • Restore leasing operations and develop strategies to improve occupancy and leasing velocity.
  • Conduct regular vacant-unit walks and prioritize units based on condition, leasing potential, cost, and operational urgency.
  • Rebuild make-ready and turnover capacity through vendors, temporary labor, maintenance resources, and phased vacant-unit strategies.
  • Monitor occupancy, collections, vacancy, leasing activity, unit readiness, and other key performance indicators.
  • Assist with budgets, financial monitoring, operational planning, and expense management across the portfolio.
  • Implement strategic initiatives and action plans aligned with property and company goals.
  • Monitor property tasks and initiatives through systems such as Monday.com.
  • Partner with senior leadership on operational initiatives, contracts, capital needs, and property strategy.
  • Manage business licensing, certifications, inspections, municipal requirements, code violations, and other regulatory matters.
  • Coordinate the resolution of significant life-safety and deferred-maintenance issues, including elevators, boilers, fire systems, roofs, HVAC systems, environmental concerns, balconies, and other critical building systems.
  • Prioritize capital and repair needs based on resident safety, regulatory exposure, operational impact, and available funding.
  • Monitor compliance with applicable laws, regulations, company policies, and property requirements.
  • Identify and address risks that could impact residents, employees, property operations, or asset value.
  • Assess and retain inherited employees where appropriate while identifying staffing gaps and rebuilding property teams.
  • Recruit and coordinate temporary staffing and other resources needed to stabilize operations.
  • Coach, mentor, and develop Community Managers and site teams.
  • Establish clear expectations, goals, accountability, and performance standards.
  • Conduct interviews, performance evaluations, and growth planning while addressing performance concerns through appropriate documentation and support.
  • Develop site-level leadership capabilities and support employee growth and succession planning.
  • Ensure new hires receive appropriate onboarding, training, and support.
  • Coordinate staffing to ensure properties have the resources needed to operate effectively.
  • Review and unwind inherited vendor contracts, technology agreements, access-control systems, security arrangements, service contracts, and other obligations from prior ownership or management.
  • Source and manage vendors and temporary resources needed to support property stabilization.
  • Oversee critical repairs and deferred-maintenance projects through completion.
  • Conduct regular property inspections and vacant-unit walks to identify operational priorities.
  • Monitor and approve purchase orders and expenses in accordance with company procedures and applicable requirements.
  • Ensure emergency procedures and critical property needs are addressed promptly.
  • Lead large-scale delinquency and collections strategies, including eviction prioritization, payment-plan decisions, legacy balance reviews, and write-off recommendations.
  • Partner closely with attorneys regarding evictions, court proceedings, resident disputes, legal-aid matters, resident associations, and other receivership-related legal issues.
  • Monitor delinquency and collections performance and implement action plans to improve results.
  • Oversee escalated resident concerns, grievances, lease terminations, and legal matters.
  • Maintain strong resident communication while navigating complex financial, operational, and legal circumstances.
  • Ensure resident-related activities are handled in compliance with applicable laws and company policies.
  • Prepare and deliver recurring reporting to lenders, receivers, ownership, executive leadership, and other stakeholders.
  • Report on occupancy, collections, leasing, staffing, capital needs, compliance issues, and stabilization progress.
  • Provide clear and timely updates regarding property conditions, risks, completed initiatives, and recommended next steps.
  • Collaborate with senior leadership, lenders, receivers, ownership, attorneys, vendors, and other stakeholders.
  • Maintain accurate operational, financial, compliance, and receivership documentation.
