About The Position

Working within the OCC, the Regional Program Manager is responsible for the management and effective implementation of intermediate sanctions at community corrections centers in his/her region. The Regional Program Manager monitors performance and ensures compliance with OCC contracts and Interagency Service Agreements for Program Management, Treatment Service Delivery, Program Monitoring/Security, Drug and Alcohol Screening and other ancillary services. The Regional Program Manager supervises all OCC personnel providing intermediate sanctions programming throughout the region. The Office of Community Corrections (OCC) is the intermediate sanction department of the Massachusetts Probation Service. The OCC is statutorily charged with the development of community corrections interventions that are implemented as intermediate sanctions for criminal justice. The OCC community corrections infrastructure comprises a network of Community Corrections Centers (CCC) and the Community Service Program. Community corrections centers deliver an enhanced supervision model which integrates service delivery with accountability measures for offenders at high risk for recidivism. Services include cognitive behavioral treatment to address criminality and substance use disorder, adult basic/secondary education and other educational support, career development, life-skills training, communicable disease education and counseling and comprehensive case management. Works under the direct supervision of the Director and Deputy Director in performing duties which require independent judgement in resolving problems within guidelines, standards and established procedures.

Requirements

  • Bachelor's Degree
  • At least six (6) years of related work experience
  • Equivalent combinations of education and experience will be considered for meeting minimum qualifications.
  • Mastery of Evidence Based Practice (EBP) principles for treatment in criminal justice population, especially risk/need assessment.
  • Demonstrated experience in conducting program evaluations and preparing evaluation reports and recommendations;
  • Demonstrated ability to organize, direct and coordinate programs.
  • Ability to work flexible hours.
  • Ability to travel throughout the State.

Responsibilities

  • Supervises and manages OCC staff assigned in his/her region;
  • Develops and implements policies and procedures to meet regional requirements for intermediate sanctions;
  • Coordinates intermediate sanctions planning with county community corrections boards;
  • Coordinates intermediate sanctions programming with justices, probation officers, sheriffs, department of correction personnel, parole officers, and contracted program providers;
  • Develops drug and alcohol abuse testing and treatment protocols for offenders sentenced to intermediate sanctions according to OCC supervision policies and procedures;
  • Develops electronic monitoring and other intermediate sanctions protocols for offenders sentenced to intermediate sanctions according to OCC supervision policies and procedures;
  • Under the direction of the Supervisor of Community Service, implements community service programming protocols for offenders sentenced to intermediate sanctions;
  • Develops and implements educational and training programs for OCC staff, sheriff's department personnel, department of correction personnel, parole officers and probation officers assigned to perform supervision duties at Community Corrections Centers in his/her region;
  • Gathers, and potentially disseminates or deploys, statistical information for performance metrics and program evaluation, including audit;
  • Maintains personnel records and monitors and tracks time accountability records for assigned personnel;
  • Performs related duties as required.
