About The Position

The Coalition for Humane Immigrant Rights (CHIRLA) is seeking a Regional Network Hub (RNH) Program Manager to be responsible for leading and coordinating the organization’s internal teams around supporting families and community members that have been impacted by immigration and emergency enforcement activities. This includes but not be limited to the coordination of communications, organizing of impacted families, and legal and social services support to individuals who have been detained or recently released from detention. In addition to the internal coordination, the Program Manager will coordinate the Los Angeles Regional Network Hub, this includes planning, implementing, and evaluating activities associated with the coalition to include providing general oversight for coalition activities and associated projects; grant compliance and development, reporting submissions, and management; and technical assistance to local/regional coalitions and partnerships that focus on immigration related issues.

Requirements

  • Undergraduate degree or equivalent in related field.
  • At least five years of experience in management.
  • Strong project management, organizational and communication skills.
  • Demonstrated ability to manager high-volume programs and external relationships.
  • Must have excellent skills in problem-solving, coordinating teams, and strategic execution.
  • Must have written and oral communication skills.

  • Bilingual English/Spanish strongly preferred, with excellent oral communication, public speaking, and writing skills.
  • Proven experience in a non-profit organization.
  • Engaged in immigrant rights and related issues.
  • Must have the ability to plan, organize and with limited supervision, implement CHIRLA’s policy.

  • Must be able to work efficiently and manage multiple projects at once, which may be at different stages of design and execution.

Responsibilities

  • Coordinate meeting times, prepare agendas and facilitate internal response meetings.
  • Facilitate and implement the Los Angeles Regional Network Hub’s in Person Meeting meetings, convenings, and conversations with partners and grantees.
  • Comply with all contract requirements for the Regional Network Hub funding.
  • Subgrantee Regional Network Hub funding and resources to eligible Direct Service Subgrantees.
  • Attend external meetings with the Regional Network Hub administrators and funders to provide status updates on the Direct Service Subgrantees’ performance and compliance under the grant.
  • Track the qualifications and eligibility requirements for our Regional Network Hub Direct Service Subgrantees to ensure compliance.
  • Ensure Direct Service Subgrantees complete and submit accurate invoices and reports pursuant to contractual deadlines for the Regional Network Hub services.
  • Review and complete external reports on Regional Network Hub services, including but not limited to monthly and quarterly data and narrative reports from Direct Service Subgrantees to submit to administrators and funders.
  • Work directly with families impacted by immigration and emergency enforcement activities to provide information on available resources and services.
  • Verifying status and/or satisfactory completion of the activities by Direct Service Subgrantees before submitting an invoice or report to Regional Network Hub administrators and funders.
  • Draft compliance review letters to provide Regional Network Hub Direct Service Subgrantees notice of grant performance on a quarterly basis.
  • Update and notify Regional Network Hub administrators and funders of CHIRLA and subgrantees’ staffing changes in writing within 5 days of the change.
  • Confirm all full-time equivalent (FTE) staffing designations are met pursuant to contract requirements
  • Monitor grant related budgets and expenses to confirm invoices and expense reports submitted to the grant administrators and funders.
  • Review grant-related documents, contracts, subgrantee agreements, amendments, memorandums of understanding, request for proposals/applications, notice of intent letters, scoring matrices, and other legal documents to ensure program goals are completed in a timely manner.
  • Review program related certificates of insurance to avoid lapses in coverage and fulfill general compliance requirements under the Regional Network Hub contract.
  • Diversify the distribution of shared Regional Network Hub resources to hard-to-reach population groups impacted by enforcement activities.
  • Oversee the overall success of all rapid response related grants and programs.
  • Work in coordination and collaboration with the Organizing, Policy, External Affairs, Humanitarian, Programs & Subcontract Administration, Community Education, Legal, and other team liaisons on behalf of CHIRLA as a function of the Rapid Response Network.
  • Serve as liaison between internal impacted families who have been part of CHIRLA’s organizing efforts, and our legal, social service and political teams.
  • Support the creation of programs and processes needed to meet the needs of the community and organization to respond to the impact of enforcement activities.
