About The Position

MSF's organizational structure is undergoing a review to adapt to current needs. The current model, inherited from European operational centers, has led to complexity, duplication, and resource waste. To address this, MSF entities in Latin America launched the TIC Mutualization Latin America project in September 2024. This initiative aims to align regional investments with strategic priorities, optimize shared resources, and enhance collective capacities across five key areas: Human Resources, Supply, Medical, Advocacy & Analysis, and Associative Leadership. The project is structured around 5 thematic Working Groups (WGs) coordinated by this role, with the Americas Supply Unit (ASU) playing a key role in the Supply pillar. The WGs have defined organizational models and proposed roles, forming the basis for consolidation. This project is central to the broader ambition of creating an Operational Directorate (OD) in the Americas, formally declared in 2022 and reconfirmed in strategic alignment workshops. The Regional Mutualization Coordinator will play a critical role in the final phase of the TIC project (ending August 2026), supporting the transition to a sustainable, institutionalized Mutualization process as the foundation for the future OD. This role operates within a broader organizational momentum, with other ODs being created in MSF offering opportunities for exchange and learning.

Requirements

  • Completed undergraduate degree.
  • Experience with consultative and participatory management models.
  • Experience in managing programmes involving multiple and diverse stakeholders.
  • Experience facilitating workshops and training sessions, either in person or online.
  • Availability for international travel within the region and globally.
  • Fluent English.
  • Fluent Spanish.

Nice To Haves

  • Completed postgraduate degree or MBA (management, public health, humanitarian affairs, international relations, etc.) is an asset.
  • Operational or executive experience with MSF (desirable).
  • Portuguese is an asset.
  • Knowledge of MSF and MSF stakeholder groups (staff, associative, executive) (desirable).

Responsibilities

  • Provide support to the three entities in finalizing, validating and ensuring the continuity and consolidation of the work of the mutualization pillars that are underway, with the goal of advancing on the proposal for an OD.
  • Define an implementation plan with milestones and indicators.
  • Propose a governance model to guarantee accountability of the implemented program, with final decisions to be taken by the Steering Group.
  • Map implementation risks and propose mitigation measures.
  • Ensure continuity and follow-up of the project, managing the transition from the exploration phase to the consolidation of agreed mutualization models across the 5 pillars, in coordination with the existing WGs, the SG and the Americas Supply Unit (ASU).
  • Maintain and nurture existing stakeholder relationships across the 4 pillars (Human Resources, Advocacy & Analysis, Associative, and Medical), ensuring continuity of trust and engagement built throughout the TIC process (for the Supply pillar, stakeholder management will be transferred to the Americas Supply Unit Project Manager, with continued articulation to ensure coherence of the mutualization organizational model).
  • Hold regular meetings with the relevant member of the management teams of the 3 entities to ensure strategic alignment and follow-up.
  • Develop and implement an engagement strategy that ensures broad yet efficient stakeholder inclusion, including through workshops, webinars, surveys, and digital engagement platforms.
  • Advise each entity, as required, on integrating the proposed regional mutualized setup into their own structures, revising processes and procedures in collaboration with relevant management team members, in line with decisions made by the General Directors.
  • Support each pillar in capitalizing internal competencies and propose tailored capacity-building plans.
  • Develop a change management plan and communication strategy, collecting lessons learned to share with other MSF entities.
  • Actively exchange with counterparts leading similar mutualization and OD creation processes within MSF (such as WACA, Ubuntu, and South Asia), fostering cross-organizational learning and contributing to the broader institutional knowledge of the movement.
  • Contribute to a safe, supportive, fair, inclusive, equitable, diverse, respectful, and healthy workplace, free from abuse and other misconduct. Ensure that workplace relations and behaviour are respectful, non-discriminatory, and professional.
  • Ensure that staff and consultants with whom the position interacts are aware of and understand their responsibilities concerning expected standards of behaviour and the reporting of abuse, through regular reinforcement and discussion of MSF safeguarding standards.
  • Ensure respectful management and communication at all levels and intervening to address inappropriate behaviour.
