About The Position

The primary purpose of this position is to oversee all preventative and rehabilitative maintenance activities on The Housing Authority of the Birmingham District's buildings, structures, facilities, and infrastructure. The incumbent is responsible for inventory control, work orders, quality control, grounds maintenance, and building systems. This position also oversees the Maintenance Coordinator, Maintenance Technicians, and Janitor. All activities must support The Housing Authority of the Birmingham District's ("HABD") mission, strategic goals, and objectives.

Requirements

  • High School Diploma, GED, or vocational school equivalent and a minimum of five (5) years of progressive experience in residential maintenance and managing maintenance projects, including three (3) years in a supervisory role.
  • An equivalent combination of education and experience may be considered.
  • Must possess a valid driver's license and be insurable under the Authority's plan.
  • Strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook).
  • Ability to learn other computer software programs as required by assigned tasks.
  • Knowledge of the general operations and procedures of HABD, HUD, Federal, and State programs and properties.
  • Knowledge of the regulations affecting HABD's housing programs and demonstrated ability to understand the terms, conditions, and content of HABD's standard operating procedures for maintenance.
  • Thorough knowledge of the trade practices, methods, materials and tools commonly employed in all phases of building and grounds maintenance.
  • Thorough knowledge of the maintenance and scheduling procedures which are essential to the upkeep of large buildings and groups of buildings and grounds.
  • Thorough knowledge of the cost of labor, material, and time necessary to complete a variety of building repair projects.
  • Considerable knowledge of the occupational hazards and safety procedures pertaining to all phases of building maintenance and operation.
  • Knowledge of the theory of electricity as it pertains to building maintenance and operation.
  • Ability to plan, organize, and effectively direct through subordinate supervisors a large-scale building maintenance and operations program involving a large trades and custodial force.
  • Ability to estimate time and material expenditures necessary for specific projects and for general requirements for year-round building maintenance, repairs, and operations program.
  • Ability to requisition and specify materials, tools, and supplies essential to the maintenance of buildings and grounds.
  • Ability to provide maximum service to the users of building and grounds.
  • Ability to make, interpret and work from technical sketches and plans.
  • Skill in customer service and resident relations.
  • Ability to interpret HUD, federal, state, and local laws and regulations, as well as HABD policies and procedures related to the position.
  • Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials.
  • Ability to communicate with people from a broad range of socio-economic backgrounds.
  • Ability to prepare and present ideas in English, in a clear and concise manner, both orally and in writing.

Responsibilities

  • Oversees the work of all maintenance staff at assigned sites.
  • Manages the work of assigned staff including, but not limited to, assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
  • In conjunction with the Property Manager, determines residential maintenance priorities; assesses the progress of crews, discusses progress with staff and management, and assigns or reassigns projects as necessary to accomplish project objectives within time frames and budgetary restrictions.
  • Monitors the scheduling of emergency maintenance coverage, turnovers, rehabs, and service requests; ensures a 24- hour response time to service requests.
  • Responds to emergency calls after hours and on weekends on a rotating standby and backup basis.
  • Schedules or approves the scheduling of special remediation services such as mold detection, radon, asbestos, air quality, or other specialized services.
  • Works with management to assess the need for small and mid-sized projects; determines if internal staff can complete work or if the work would be more efficient or cost effective by being outsourced; assists in the development of capital needs for assigned property.
  • Conducts unit needs assessment with site maintenance staff to anticipate needed materials for repairs and coordinates with vendors as needed; ensures compliance with procurement; reviews assesses and ensures the efficiency and effectiveness of the work performed by vendors for quality, completeness, and adherence to contract.
  • Manages scheduled and annual maintenance work and/or replacement (e.g. carpet cleaning, elevator maintenance, periodic carpet replacements, unit turnover inspections); maintains detailed records to assist maintenance personnel with decisions related to scheduled asset replacement.
  • Maintains records of appliances, equipment, and work that is under warranty and accesses such records in the event a claim is necessary.
  • Keeps abreast of changes in HUD and Authority policies and regulations.
  • Ensures that maintenance personnel are properly trained by monitoring the progress of new hires; ensures that all subordinates receive training on new regulations and procedures.
  • Conducts regular inspections of vacated units with the Maintenance Team Lead and completes make-ready list.
  • Recommends changes in policies and procedures in response to changing conditions, requirements, regulations, or technology.
  • Prepares input on estimated maintenance costs for the annual operating budget and monitors maintenance expenditures.
  • Submits and monitors requisitions and receipts for needed maintenance supplies and equipment and maintains inventory of maintenance materials, equipment, community facility equipment, and dwelling unit appliances.
  • Coordinates training program for maintenance personnel and oversees on-the-job training of employees.
  • Prepares site for HUD REAC and other regulatory inspections or physical audits.
  • Communicates with property management to keep them informed of the status of vacated units, work order completion, and major projects on-site.
  • Tracks work order completion, productivity, and quality of maintenance staff.
  • Assists in planning, selection, scheduling, and oversight of outsourced work.
  • Develops reports on work order status and other work conducted on site, such as capital projects or work by outside vendors.
  • Ensures that building inspections, elevator and fire safety inspections are performed as required and that any issues are resolved in a timely basis.
  • Performs other related duties as assigned.
