About The Position

This position mainly will support projects in the VADOC Western Region and reports to the Western Regional Project Manager (Architect/Engineer I). The role is responsible for the planning of various projects up to $5 million, varying in difficulty and complexity. Serves as the owner's representative and is responsible for leading the project through the design, construction, and close-out processes. The position includes schedule, scope, and budget management, quality assurance, safety and environmental compliance, and coordinating administrative and logistic support for each assigned project. Actively participate in the productive, effective, and cost-efficient delivery of programs and services that support and enhance field operations to achieve the goals, mission, and vision of the Department. To provide professional oversight for authorized construction and design projects on behalf of the Department of Corrections for all phases of the work from inception to completion while assuring the Department's needs are being met.

Requirements

  • Thorough knowledge of construction project management processes.
  • Demonstrated ability to manage and supervise numerous design and construction projects.
  • Demonstrated ability to analyze technical problems and recommend corrective engineering solutions.
  • Experience communicating effectively with all management and support levels, other professionals, employees, and external contractors.
  • Ability to manage project budget through all phases to ensure expenditures and encumbrances do not exceed available funds.
  • Demonstrated ability to manage all aspects of multiple design and construction projects.
  • Knowledge of the codes, laws, and regulations governing construction and contractor procurement for the Commonwealth of Virginia.

  • Experience working with Division of Engineering and Buildings (DEB).
  • Experience with the Construction and Professional Services Manual.
  • Experience in public procurement and administrative processes.
  • Professional Engineering or Architecture license preferred.
