About The Position

This position will primarily support projects in the VADOC Western Region and reports to the Western Regional Project Manager (Architect/Engineer I). The role is responsible for the planning of various projects up to $5 million, varying in difficulty and complexity. The position serves as the owner's representative and leads projects through the design, construction, and close-out processes. Key responsibilities include schedule, scope, and budget management, quality assurance, safety and environmental compliance, and coordinating administrative and logistic support for assigned projects. The role actively participates in the productive, effective, and cost-efficient delivery of programs and services to support and enhance field operations, aligning with the Department's goals, mission, and vision. The position provides professional oversight for authorized construction and design projects on behalf of the Department of Corrections for all phases of work from inception to completion, ensuring the Department's needs are met.

Requirements

  • Thorough knowledge of construction project management processes.
  • Demonstrated ability to manage and supervise numerous design and construction projects.
  • Demonstrated ability to analyze technical problems and recommend corrective engineering solutions.
  • Experience communicating effectively with all management and support levels, other professionals, employees, and external contractors.
  • Ability to manage project budget through all phases to ensure expenditures and encumbrances do not exceed available funds.
  • Demonstrated ability to manage all aspects of multiple design and construction projects.
  • Knowledge of the codes, laws, and regulations governing construction and contractor procurement for the Commonwealth of Virginia.
  • Support coordination with outside agencies such as State Fire Marshal, Division of Engineering and Building, Department of Historic Resources, Department of Environmental Quality, utility providers, and other local, state, and Federal agencies as required.
  • Ensure projects are in regulatory and statutory compliance.

  • Experience working with Division of Engineering and Buildings (DEB).
  • Experience with the Construction and Professional Services Manual.
  • Experience in public procurement and administrative processes.
  • Professional Engineering or Architecture license preferred.
