About The Position

This position is for a Regional Finance Manager (Pee Dee Region) at the SC Department of Behavioral Health and Developmental Disabilities (BHDD). The role involves supporting the Regional Finance Director in overseeing day-to-day financial operations across the Pee Dee region. The manager will be responsible for managing region-level financial activities, ensuring compliance with policies, and providing operational financial analysis for a network of mental health centers, intermediate care facilities (ICF), autism residential homes, and state-operated hospitals and nursing homes. The department is dedicated to providing compassionate and accessible care and seeks individuals motivated to help the community achieve long-term wellness.

Requirements

  • A bachelor's degree in Finance, Accounting, Healthcare Administration, Business Administration, Public Administration, or a related field.
  • Professional experience in financial management, budgeting, or governmental accounting.
  • Demonstrated experience with complex, multi-site financial operations.
  • Knowledge of governmental accounting principles and financial reporting standards.
  • Ability to manage complex financial systems across multiple facilities.
  • High-level analytical and problem-solving skills.
  • Strong organizational skills and attention to detail.
  • Leadership and team management capabilities.
  • Working knowledge of accounting principles and financial operations.
  • Ability to analyze financial data and identify trends or issues.

Responsibilities

  • Oversee daily financial operations at assigned facilities, including accounts payable, receivable tracking, expenditure monitoring, and reconciliation activities.
  • Ensure timely and accurate processing of financial transactions in accordance with agency policies and procedures.
  • Monitor spending patterns and identify variances, risks, or irregularities.
  • Prepare and review routine financial reports for regional leadership, including budget-to-actual analyses and variance explanations.
  • Support forecasting efforts by compiling and analyzing financial data from multiple facilities.
  • Assist in identifying cost drivers, inefficiencies, and opportunities for improved resource utilization.
  • Lead the development and execution of regional budgets in coordination with central office leadership.
  • Track and analyze budget-to-actual performance and implement corrective actions as needed.
  • Support long-range financial planning and sustainability initiatives.
  • Ensure adherence to established internal controls, financial policies, and regulatory requirements.
  • Conduct routine reviews of financial activities at the facility level to ensure compliance and consistency.
  • Assist in preparing documentation and supporting materials for audits and reviews.
  • Serve as a primary point of contact for facility-level financial staff, providing guidance and technical assistance.
  • Promote standardized financial practices across all facilities within the region.
  • Assist in onboarding and training new financial personnel.
  • Support internal and external audit processes by gathering documentation and responding to inquiries.
  • Assist in tracking and resolving audit findings and implementing corrective actions.
  • Escalate significant financial issues or risks to the Regional Finance Director.
  • Identify opportunities to improve financial processes, reporting accuracy, and operational efficiency.
  • Support implementation of new financial systems, tools, or procedures at the regional level.
  • Ensure data integrity within financial systems.
