This position is located at the SC Department of Behavioral Health and Developmental Disabilities (BHDD), Central Office, 400 Otarre Parkway Cayce, SC 29033. As the Regional Finance Director, you will be responsible for overseeing all financial operations, ensuring fiscal accountability, and maintaining compliance across a diverse portfolio of facilities, including mental health centers, regional disability service centers, autism residential homes, and state-operated hospitals. This role will provide strategic financial guidance, directs auditing and internal controls, and ensures the effective and compliant use of public funds to support high-quality behavioral health and developmental disability services.

Requirements

  • A bachelor's degree in Finance, Accounting, Healthcare Administration, Business Administration, Public Administration, or a related field.
  • Extensive experience in financial management, budgeting, or governmental accounting.
  • Demonstrated experience overseeing complex, multi-site financial operations.
  • Strong knowledge of governmental accounting principles and financial reporting standards.
  • Ability to manage complex financial systems across multiple facilities.
  • High level analytical and problem solving skills.
  • Strong leadership and team management capabilities.
  • Excellent communication skills, with the ability to translate financial data into actionable insights.

Nice To Haves

  • A master's degree in a related field.
  • GFOA or similar professional certification.
  • Experience in healthcare finance, behavioral health systems, or public sector finance.
  • Familiarity with Medicaid, grant funding, and state budgeting process.

Responsibilities

  • Direct and oversee all regional financial operations, including budgeting, accounting, forecasting, and financial reporting.
  • Manage and monitor expenditures to ensure alignment with state appropriations, federal funding requirements, and agency priorities.
  • Provide financial analysis and recommendations to executive leadership to support strategic decision making.
  • Lead the development and execution of regional budgets in coordination with central office leadership.
  • Track and analyze budget-to-actual performance and implement corrective actions as needed.
  • Support long range financial planning and sustainability initiatives.
  • Establish and maintain strong internal controls across all facilities within the region.
  • Oversee and coordinate internal and external audits, ensuring timely resolution of findings.
  • Ensure compliance with all applicable state, federal, and agency financial regulations, including grant and Medicaid funding requirements.
  • Supervise and provide guidance to financial staff across mental health centers, disability service centers, autism homes, and hospitals.
  • Standardize financial practices and reporting across facilities to ensure consistency and transparency.
  • Monitor financial performance, revenue cycle management, and identify risks or inefficiencies across service areas.
  • Serve as a key liaison between regional operations and central finance leadership.
  • Collaborate with program directors, clinical leadership, and administrative teams to align financial management with service delivery goals.
  • Provide training and technical assistance to facility level financial personnel.
