About The Position

BASIS Ed is seeking an experienced special educator and administrator to serve as the BASIS Ed Texas Regional Director of Exceptional Student Services (ESS)- Programming. The Director of ESS is responsible for overseeing the compliant implementation of programs to support students eligible for special education under the Individuals with Disabilities Education Act (IDEA) or related aids and services under Section 504 of the Rehabilitation Act within BASIS Charter Schools in Texas. Under the supervision of the Director of the Vice President of Exceptional Student Services, the Director of ESS will work with Central Office partners, including School Management and Finance and Accounting to support school leaders who are responsible for managing special programs within their schools. The Director of ESS will provide technical assistance and training to school leaders to maintain compliance with regulatory and statutory requirements and to implement oversight agency guidance, where appropriate. Responsibilities include evaluating current levels of compliance within existing systems and processes and designing process improvements, where appropriate, to ensure compliant policies and procedures. This individual will work directly with regulatory agencies to ensure the schools’ compliance with the IDEA and state requirements, including document compliance, data management, and grants and state funding compliance. The ideal candidate will possess strong legal research skills and be experienced working in special education compliance and creating policies and procedures. This team member will interact with various departments and all levels of management in the interest of achieving Compliance department strategic objectives to aid schools in smooth and compliant operations, while embodying BASIS.ed philosophy and its value proposition.

Requirements

  • Knowledge of general terminology for compliance and education industries, as well as general knowledge of compliance requirements in public schools
  • Knowledge of policy and procedure language and adoption and implementation strategies
  • General knowledge of school operations
  • Knowledge of principles and practices of effective project management
  • Knowledge of special education and the principles of specially designed instruction
  • Extensive and proven knowledge of the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act
  • Knowledge of data management systems
  • Knowledge of federal grants and state education funding/school finance
  • Highly effective written and verbal communication skills
  • Ability to read and interpret statutes, regulations, and agency guidance
  • Ability to review documents for spelling, grammar, organization, consistency, format, and adherence to department standards

  • IEP Systems experience
  • Bachelor’s degree required
  • Current special education certification
  • Valid Identity Verified Prints (IVP) Fingerprint Clearance Card

Responsibilities

  • Supports charter school leaders with the smooth and compliant implementation of special education and other special programs
  • Assists with management of IDEA grants and state sped funding, including assisting in budgeting processes, developing appropriate tracking and reporting mechanisms for expenditures, and monitoring maintenance of effort
  • Designs and provides regular professional development for school leaders and special programs staff
  • Oversees documentation compliance through performing and/or supervising regular audits of schools’ evaluation reports, IEPs, and 504 plans
  • System administrator for IEP System
  • Assists school leaders to determine special programs staffing needs and provides input in hiring decisions, where appropriate
  • Acts as primary liaison between schools and various regulatory agencies for special programs monitoring, grants, special programs data management, and dispute resolution
  • Evaluates and analyzes existing special programs policies, procedures, and practices to identify any gaps, recommend improvements, and provide mitigation strategies that will support compliant practices in schools
  • May supervise network-level special programs staff, including network-level itinerant service providers
  • Assists with contracts reviews and RFPs for special services vendors and others, as appropriate
  • Gathers and analyzes a variety of data points related to compliance, needs assessments, discipline, student achievement, and makes relevant reports to internal and external customers and makes data-driven programming recommendations to appropriate stakeholders
  • Assists schools with parental communication and facilitates team meetings when appropriate to ensure compliance with state and federal requirements
  • Prepares regular reports for the Vice President of Exceptional Student Services
  • Performs other duties as assigned
