About The Position

This position plays a key role in strengthening access to quality-assured medicines and strategic public health supplies across PAHO Member States. The incumbent supports the Regional Revolving Funds by providing high-level technical cooperation, operational oversight, and strategic guidance to improve procurement and supply management systems.

Requirements

  • A bachelor’s degree in pharmaceutical science, logistics, supply chain management, public health, international relations or in any other field related to the functions of the post, from an accredited institution and a master’s degree in health science, pharmaceutical science, health economics, health policy or public finance management.
  • Nine years of combined national and international experience in the administration of programs and projects related to pharmaceutical and other health technologies, health policy, procurement and supply management of health commodities and/or health technology service delivery.
  • Fluency in Spanish or English with a working knowledge of the other language.
  • Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems.
  • Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
  • Strong knowledge of pharmaceutical policy, regulations, and procurement and supply management.
  • Ability to apply quality assurance standards in supplier evaluation, quality control, and regulatory capacity strengthening.
  • Proven capacity to plan, co-lead, implement, monitor, and evaluate complex inter-programmatic and regional initiatives.
  • Strong analytical and organizational skills, with the ability to manage multiple priorities in a complex environment.
  • Excellent oral and written communication skills, including the preparation of technical reports and persuasive documents.
  • Ability to collaborate effectively with diverse stakeholders and provide technical guidance and mentorship to staff.

Nice To Haves

  • PhD in a relevant field would be an asset.
  • Knowledge of health systems and/or pharmaceutical/health technology market dynamics in Latin America and the Caribbean would be an asset.

Responsibilities

  • Develop and implement strategies to promote the Regional Revolving Funds (RRF) to Member States and strengthen their effective use.
  • Coordinate the daily operations of the RRF to ensure timely and efficient procurement and delivery of public health supplies, including demand pooling, forecasting, and liaison with Member States.
  • Co-lead inter-programmatic initiatives with internal and external partners to improve access, affordability, and availability of quality-assured health technologies.
  • Strengthen Member States’ capacities in quantification, demand forecasting, and efficiency across the procurement and supply management cycle.
  • Provide technical guidance through national and subregional workshops, and contribute to the development of technical documents, operating principles, and communication tools.
  • Lead and support the assessment, monitoring, and evaluation of RRF performance, results, and processes, and develop recommendations to improve efficiency and service delivery.
