About The Position

Under the general supervision of the Divisional Finance Manager, the Regional Accounting Supervisor supervises, trains, and supports the finance support staff of the Potomac Division. The Potomac Division is comprised of Maryland, Virginia, West Virginia and Washington, DC and includes 56 Commands/Corps operations. The incumbent manages and reviews accounting records, ledgers and statements for accuracy and completeness; serves as liaison to all units with computerized accounting programs encompassing all aspects relating to the Corps, Area Command, and Divisional Headquarters accounting software including training, troubleshooting, and general assistance. He/she accomplishes tasks include assisting finance and program personnel at the field locations in the monthly operations review, identification of areas for cost reductions and operational improvements, annual budget process, periodic forecasting, and periodic analysis of operations performance. The incumbent supervises the regional accounting staff.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field, AND Five (5) years progressively responsible experience administering accounting, financial, and budgeting functions for an organization with at least two years-experience in a supervisory capacity OR Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Valid State Driver's License.

Responsibilities

  • Supervises, trains, and supports Regional Accounting Specialists and Financial Analysts, which includes overall supervision and review of accounting records, ledgers and statements for accuracy and completeness.
  • Preparation of journals, various ledger activity, maintenance of chart of accounts, back-up data and custodian of all financial reports, which includes the accuracy and completeness of the same.
  • Coordinates with and assists external and internal auditors, and when the need arises, government auditors, with the preparation and completion of local units and DHQ audits in securing of support for cash disbursements, cash receipts, bank reconciliations, bank statements, journal entries and other supporting documentation as selected; completes fluctuation and flux analysis as needed.
  • Analyze financial performance and highlights that will enable management to determine progress against budgets for the units.
  • Monitors cash flow, and provides notice to field officers and DHQ management on cash flow concerns.
  • Completes fiscal year end closing of all Potomac division units’ financial records in the accounting system, while coordinating with the Divisional Finance Manager and ensures financial integrity and completeness of the same; coordinates and schedules year end back up of accounting records with Territorial Headquarters.
  • Provides telephone support for technical problems that arise in the sites that run the accounting system.
  • Creates, designs, revises, and maintains reports in the financial reporting module of the accounting system.
