About The Position

Partners with hiring managers and is responsible for all aspects of the full-cycle recruitment process in local and national markets. Identifies strong candidates, evaluates and assesses their experience and qualifications, and performs pre-screening of potential candidates. Identifies alternative applicant sources, analyzes the effectiveness of recruitment efforts, and opportunities for maximizing financial and human resources. Develops recruitment materials for use in local and national searches, researches certification / reciprocity requirements for designated professional staff, enhances resources / source relationships, and establishes and maintains recruitment networks. Conducts analysis of HR metrics and environmental assessments to assist with the integration of organizational strengths and strategies to enhance the retention of employees. Recruits for all vacant roles listed within the Center. Assists in the completion of People Operations duties as assigned.

Requirements

  • Associates or Bachelor's degree in Human Resources, Health Care or Business. A combination of education and experience may be considered.
  • Minimum of three years high-volume, healthcare recruitment experience (Clinical, Nursing, Direct Support Professionals, and Administrative) in behavioral healthcare / human services environment required.
  • Experience as an HR generalist preferred, with knowledge of state and federal employment law.
  • Requires demonstrated proficiency using multiple techniques for candidate identification, including, but not limited to: referrals, internal databases, internet sourcing, cold calling and direct recruiting to obtain qualified candidates.
  • Requires sitting 1/4 to 3/4of the workday.
  • At times, significant walking, standing and stooping ½ to 3/4 of the workday.
  • Frequent and / or occasional lifting up to 50 lbs.
  • Requires vision and physical ability to regularly operate a vehicle.
  • Significant and frequent use of physical requirements associated with verbal and written communication.
  • Able to work in a fast-paced work environment with multiple priorities, make decisions and adapt to changing work situations, grasp and apply new ideas and technologies, communicate and successfully interact with various personalities both internally and externally.

Responsibilities

  • Responsible for all aspects of the full-cycle recruitment of talent in the local and national markets.
  • Acts as on-site expert/manager of ATS, using the ATS to its full capabilities as a recruitment tool.
  • Identifies strong candidates, evaluates and assesses their experience and qualifications, and performs pre-screening of potential candidates.
  • Develops recruitment tools, researches certification / reciprocity requirements for designated professional staff, enhances resources / source relationships, and establishes and maintains recruitment networks.
  • Maintains on-going communication with candidates, as well as hiring managers and key operations staff to maintain awareness of critical current and anticipated staffing needs, and potential market shortages and conducts recruitment campaigns to address such needs.
  • Consults with Center management personnel to determine current and anticipated staffing needs.
  • Participate in National meetings and initiatives that will expand on Center recruitment capabilities.
  • Serves as a mentor to center hiring managers.
  • Identifies alternative applicant sources, analyzes the effectiveness of recruitment efforts, and opportunities for maximizing financial and human resources.
  • Responsible for the development of recruitment materials for use in national and local searches, and the enhancement of resource / source relationships and expansion of recruitment networks.
  • Ensures that there is current information or assessments of recruiting sources or other related industry trends and that practices reflect consideration of such factors.
  • Works collaboratively with Corporate and Center leadership to modify recruitment and retention activities or strategies needed to support operational change/growth.
  • Responsible for creating a vision and name recognition that allows the Center to expand markets and enhance the Center's Diversity effort.
  • Works with PO Director and center leadership in the creation and implementation of the center recruitment plan and processes.
  • Stays abreast of recruitment and industry trends, and emerging recruitment techniques, and proactively shares knowledge to develop and strengthen recruitment, with particular focus on proactive sourcing using traditional and innovative sourcing techniques.
  • Utilization of job boards and niche site, resume database mining, online searches of the Internet, social media, professional networking, and cold calling are some sources to be used.
  • Ensures recruiting and interviewing training for hiring managers is conducted and relevant.
  • Conducts analysis of HR metrics and environmental assessments to integrate organizational strengths and strategies to enhance the retention of staff.
  • Creates systems to track outcomes of recruitment activities.
  • Identifies internal turnover trends and conducts research or analysis of the cause(s) for it, and works with Corporate and Center management and Human Resources staff to enhance retention.
  • Utilizes recruitment and retention data to effectively target action steps that support Center needs and goals.
  • Assists in ensuring regulatory compliance and adherence to professional standards, utilizing the Balance Score Card, HR Dashboard, HR Quality Site Visit process and other means of reporting and observation.
  • Assists in the completion of People Operations duties as assigned.
