About The Position

The Recruitment Specialist is responsible for sourcing quality candidates to meet the needs of the government. The incumbent will participate in the full recruitment lifecycle, from posting and sourcing to selection, and collaborate with hiring managers and the HR department to gain an understanding of the best-fit applicants for the government. As the government continues to expand and evolve, rapid growth and a dynamic, fast-paced work environment require the specialist to adapt quickly and efficiently to shifting priorities and demands. This role is crucial in ensuring that the government is able to attract, engage, and onboard top talent in a timely manner to support the government’s ongoing development and operational success.

Requirements

  • Post-secondary education or equivalent in Human Resources, Business, First Nation or Métis Government, or related field.
  • Minimum of 5 years' experience in Human Resources, with a specialty in Recruitment.
  • Experience with applicant tracking systems.
  • Experience using social media outlets for recruitment.
  • Sound knowledge of recruitment principles and best practices, including recruitment planning, sourcing strategies, and fair, merit based selection processes.
  • Understanding of inclusive and equitable hiring practices, including internal and external recruitment.
  • Knowledge of applicable employment legislation, and government hiring policies as they relate to recruitment and selection.
  • Knowledge of recruitment advertising channels, including job boards, social media, professional networks, and community based sourcing.
  • Excellent interpersonal and communication skills, with the ability to build effective working relationships with hiring managers, candidates, and external partners.
  • Strong organizational and time management skills, with the ability to manage multiple recruitment files and administrative requirements simultaneously.
  • High attention to detail and demonstrated commitment to accuracy, confidentiality, and accountability.
  • Adaptable and responsive, with the ability to adjust recruitment approaches to meet evolving government and labour market needs.
  • A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
  • The successful candidate must undergo a Criminal Record Check.

Responsibilities

  • Support the development, implementation, and ongoing maintenance of recruitment practices aligned with MN–S’ government strategy, workforce plans, and operational requirements.
  • Ensure recruitment policies, processes, and tools are current, effective, and consistently applied to support the achievement of government goals.
  • Build and maintain strong relationships with internal leadership and external stakeholders, including community partners, professional networks, and recruitment vendors.
  • Proactively identify and engage active and passive candidates, developing talent pipelines for current and future vacancies, including hard-to-fill and high-volume roles.
  • Identify, assess, and utilize effective internal and external advertising and sourcing channels to promote current and upcoming employment opportunities.
  • Remain current on recruitment, sourcing, and advertising best practices and trends to continuously improve reach and candidate quality.
  • Coordination and completion of onboarding processes to ensure accurate and timely employee setup.
  • Ensure recruitment administrative activities are completed in a timely, accurate, and efficient manner.
  • Measure, analyze, and report on recruitment performance metrics, including time-to-fill, sourcing effectiveness, and recruitment outcomes.
  • Use data and metrics to demonstrate the value and impact of recruitment practices and provide data-driven recommendations for continuous improvement.
