About The Position

Holyoke Public Schools is seeking a Recruitment Manager to develop, implement, and manage comprehensive recruitment strategies to attract, hire, and retain highly qualified and diverse employees. This role serves as the district's lead talent acquisition professional, overseeing all aspects of recruitment, candidate sourcing, hiring events, recruitment partnerships, employment branding, and the applicant experience. The Recruitment Manager is crucial for ensuring a strong pipeline of educators, administrators, and support staff who reflect and support the diverse needs of the district's students and community. The ideal candidate is an engaging relationship-builder, naturally outgoing, approachable, and skilled at building trust. They should be comfortable analyzing data and using recruitment metrics to strengthen outcomes and maximize investments. This position requires a deep understanding of recruitment needs and the ability to effectively communicate opportunities within Holyoke Public Schools.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Education, Public Administration, Communications, or a related field required; directly related experience may be substituted for education.
  • Minimum of three (3) years of experience in recruitment, talent acquisition, human resources, workforce development, or a related field.
  • Experience with applicant tracking systems and recruitment technologies.
  • Strong organizational and project management skills.
  • Strong analytical skills with the ability to use data to drive decision-making.
  • Ability to maintain confidentiality, exercise sound professional judgment, and manage multiple priorities.
  • Demonstrated commitment to diversity, equity, inclusion, and culturally responsive recruitment practices.
  • Ability to work effectively with candidates, employees, school leaders, union representatives, community partners, and families.

Nice To Haves

  • Experience in public education or public sector recruitment preferred.
  • Bilingual (English/Spanish) preferred.
  • Understanding of Massachusetts educator licensure requirements and educator workforce trends preferred.

Responsibilities

  • Develop and implement a comprehensive districtwide recruitment strategy aligned with staffing priorities.
  • Lead recruitment efforts for licensed and non-licensed positions across the district.
  • Establish recruitment goals, performance metrics, and targeted strategies for hard-to-fill positions.
  • Analyze workforce trends, vacancy data, turnover, and labor market conditions to inform recruitment efforts.
  • Monitor recruitment outcomes, including time-to-fill, quality-of-hire, and candidate conversion rates.
  • Build and maintain candidate pipelines for current and future staffing needs.
  • Develop innovative sourcing strategies utilizing job boards, social media, educator preparation programs, professional organizations, and community networks.
  • Cultivate partnerships with colleges, universities, alternative licensure programs, and workforce development organizations.
  • Evaluate recruitment source data to assess the effectiveness and return on investment of recruitment partnerships and advertising initiatives.
  • Coordinate district recruitment fairs, hiring events, information sessions, and networking opportunities.
  • Represent Holyoke Public Schools at local, regional, and national recruitment events.
  • Develop recruitment marketing campaigns and employment branding strategies that position Holyoke Public Schools as an employer of choice.
  • Oversee applicant tracking systems and recruitment workflows to ensure an efficient, equitable, and positive candidate experience.
  • Collaborate with hiring managers throughout the recruitment and selection process.
  • Support school leaders with interview practices, candidate selection, and recruitment planning.
  • Develop recruitment procedures, training materials, and user guides to ensure consistency throughout the hiring process.
  • Ensure compliance with district hiring procedures, collective bargaining agreements, and applicable laws and regulations.
  • Develop recruitment initiatives that promote a diverse and inclusive workforce.
  • Build partnerships that expand access to historically underrepresented candidate populations.
  • Maintain recruitment data and prepare reports related to vacancies, hiring activity, applicant demographics, and staffing trends.
  • Utilize data to evaluate recruitment effectiveness, improve processes, and support workforce planning and strategic decision-making.
  • Partner with Human Resources staff, school leaders, and district administrators to meet staffing needs.
  • Participate in workforce planning, organizational improvement initiatives, and strategic projects.
  • Supervise recruitment support staff, interns, or contracted recruitment partners, as assigned.
  • Perform other duties as assigned by the Chief Human Resources Officer.
