About The Position

The Recruitment and Retention Manager leads and scales the agency’s caregiver recruitment and retention functions. The role builds dependable sourcing channels, achieves measurable hiring targets, and partners with other departments to maximize staffing readiness and caregiver retention. The manager oversees recruitment personnel and reports directly to the agency Administrator or Director of Operations. This position manages recruitment staff and hiring pipelines, develops sourcing and marketing strategies, coordinates outreach with schools and community partners, and oversees candidates from initial inquiry through active employment. It aligns hiring with staffing demand and geographic, shift, and language needs; coordinates credential and eligibility verification with HR and compliance; and works with HR on new-hire retention check-ins. The manager also oversees recruitment spending and vendor performance and provides weekly dashboards and monthly strategic reports to senior leadership. Performance is measured through qualified applicant and interview volume, completed hires and activated aides, conversion and time-to-hire rates, partnership productivity and return on investment, cost per active hire, retention and reactivation outcomes, and the quality and timeliness of analytics reporting.
