About The Position

The Recruiter is responsible for full-cycle recruitment of quality USO staff. This role serves as the recruiting point-of-contact for assigned corporate-level roles and at least one designated geographic region. The position manages all recruitment-related activities, including identifying hiring needs, communication with internal and external stakeholders, scheduling, logistics, post-interview feedback, documentation, selection, negotiation, and onboarding for all job opportunities within the assigned area. The Recruiter will review and track candidate applications/resumes, conduct behavioral-based interviews, advise hiring managers on candidate skill sets and salary requirements, and extend offers of employment. Ensuring all pre-hire processes and documentation are completed in a timely manner is crucial. The role also involves assisting with the development and implementation of staffing strategies, recommending approaches for targeting candidates, identifying new sources for hard-to-fill positions, and acting as a strategic business partner for workforce planning, analytics, employer branding, and recruitment measurement. Additionally, the Recruiter will coordinate USO participation in job fairs, manage the internship program, and utilize and maintain the Applicant Tracking System, producing relevant reports.

Requirements

  • Bachelor’s Degree in HR or related field.
  • 3-5 years progressively responsible work experience recruiting for a small or mid-sized HR department.
  • General knowledge of Federal and State employment regulations.
  • Strong interpersonal, customer service and problem-solving skills.
  • Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism.
  • Proficiency using computers and electronics equipment.
  • General knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite and recruitment technologies.
  • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects.
  • Ability to handle confidential information with tact and poise.
  • Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities.
  • Ability to quickly and easily adapt to changing organizational needs.
  • Ability to achieve desired results while working collaboratively in a team environment.
  • Ability to perform basic business/accounting functions including project management and budget reconciliation.
  • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license.
  • Must be a strong advocate of the USO’s mission.

Nice To Haves

  • Relevant experience in a military, not-for-profit, multicultural and/or global organization preferred.
  • Demonstrated proficiency with Clear Company preferred.

Responsibilities

  • Conduct behavioral-based interviews and recommend candidates for selection and/or additional interviews.
  • Advise hiring managers regarding candidate skill sets and salary requirements, making adjustments where needed for optimum hiring decisions.
  • Extend offers of employment to selected candidates.
  • Ensure all pre-hire processes and documentation including but not limited to interview feedback documentation, background check and references, equipment and facility/office requests and other forms are completed in a timely manner.
  • Assist with development and implementation of new and existing staffing strategies, plans, activities and programs to identify and source qualified employees.
  • Recommend strategies and approaches for targeting high-quality and passive candidates.
  • Identify and develop new sources for hard-to-fill positions.
  • Act as a strategic business partner as it relates to workforce planning, effective utilization of workforce analytics, use of social media and employer branding, training, and communication of recruitment measurement and activities.
  • Coordinate USO participation at job fairs and employment events.
  • Manage internship program.
  • Utilize and maintain Applicant Tracking System.
  • Produce and monitor reports, identifying recruitment results and trends.
  • Other duties as assigned.
